The Association of Real Estate Development is calling for the immediate promotion of the legislative regulations for dangerous and communally owned buildings, warning that there is no longer room for further delays.
With the beginning of the new parliamentary term, the Association calls on the Parliament and the Parliamentary Committee on Interior to complete the examination of the relevant legislation and proceed with their adoption.
The aim is to vote in the autumn
As far as dangerous buildings are concerned, the legislative process has already progressed and the issue is scheduled for discussion in the parliamentary committee on the interior in early September.
According to the Association, the goal should be to vote on the amendments to the Law on the Regulation of Roads and Buildings within the autumn.
For communal buildings, the relevant reform remains pending from 2023. The Association calls for the necessary impetus to be given immediately, so that the legislative framework can be brought to a vote.

The collapses in Germasogeia and Kapsalos
The need for decisive action was dramatically demonstrated by the serious incidents that have occurred in recent months in Limassol.
In April, two people died after part of a building collapsed in Germasogeia, bringing back to the fore the dangers posed by the inadequate maintenance of old buildings.
In June, balconies in a seven-storey apartment building in Kapsalos collapsed, highlighting once again the need to detect damage in time, before it becomes a threat to human safety.
Proposal for building MOTs
The Real Estate Development Association supports the establishment of a periodic technical inspection of buildings, a "Building MOT", so that problems can be identified and addressed in a timely manner.
The preventive check, according to the Association, will allow the identification of damage that may develop into a risk for the tenants, passers-by and the general public.
At the same time, the promotion of a modern legislative framework for the management of communal buildings is requested.
The proposed framework should strengthen the powers and capabilities of the Management Committees, ensure the creation of reserve funds for maintenance work and provide for effective early intervention mechanisms.

"The safety of buildings and citizens cannot be left to chance. During the new parliamentary term, it is important to immediately complete the legislation on dangerous buildings and to finally proceed with the reform for communal buildings", said the General Director of the Association, Mersina Isidorou.
As he stressed, prevention, regular control and timely maintenance must be the core of the new framework.
The issue, he added, is to ensure the protection of human life, the property of citizens and the country's building stock.
The Association calls on the Parliament and the Interior Committee to promote and vote on the relevant legislation without further delay, underlining that the safety of buildings is a matter of public interest and social responsibility.
As he points out, the transition from post-mortem to prevention requires a modern institutional framework and decisive actions, before the country is again faced with the consequences of inaction.
