STELIOS KYRIAKIDIS STADIUM - DOCUMENTS AND TERMS FOR INTERESTED INVESTORS WERE POSTED TODAY

The Public Procurement Directorate of the General Accounting Office of the State posted today the documents and terms of the offers for the interested investors of the concession and upgrade of the Stelios Kyriakidis stadium in Paphos. As it is known, the tender concerns the granting of a license for the use of Stelios Kyriakidis for 30 years, after a competitive process with negotiation.

Based on the documents that have now been communicated through eProcurement, the successful bidder will have the obligation to upgrade the stadium to at least UEFA III category, and to build two training fields in a place to be indicated by the Municipality of Ierokipia.

The Contracting Authority reserves the right, at least five (5) years before the expiry of the contract, to initiate a procedure for the extension of the contract with new terms to be agreed with the contractor.

The cost of the project is estimated at €30 million excluding VAT and the tender will be carried out in two stages: The first concerns the pre-selection, during which Applications for Participation will be submitted and suitable candidates will be selected and the second is the award, where after the submission of tenders there will be negotiations with the candidates who will be deemed suitable.

The deadline for the Submission of Applications for Participation is May 4, 2026 and submissions will be made electronically through the Cyprus Electronic Public Procurement System in www.eprocurement.gov.cy.

Before this deadline, it is stipulated in the documents that interested investors will be able to submit requests for clarifications on the documents and terms of the offer until 17 April 2026.

The documents also refer to the Aphrodite Indoor Hall, which was erected on the same plot in the same period 1980-1982. The parking lot of both stadiums is shared. It is pointed out that the Aphrodite hall is outside the scope of this announcement, but it is noted that the successful bidder has an obligation to provide parking spaces for the operation of the hall since the parking space of the two sports facilities is common

In the parking lot of the stadium, on Michael Savva Avenue, it is also mentioned that there is the Citizen Service Center of the Municipality of Paphos, a service that has now been transferred to the EOA. This part remains outside the contract for the time being. If at a later stage this part is recovered from the CMO, it will be made available to the successful tenderer.
