The Ministry of Education, Sports and Youth (Y.P.A.N.) informs parents/guardians that registrations/transfers in Public Kindergartens and Primary Schools for the school year 2024-2025 will take place as last school year.
Specifically, for the smooth conduct of registrations/transfers, parents/guardians are kindly requested to follow the following:
1. REGISTRATION TIME
- The registration of students for the school year 2024-2025 in Public Kindergartens and Primary Schools will take place from 15 to 19 January 2024.
- There will be no new registration period, except for students who for good reason could not register during the above period.
- No school will approve additional classes than those resulting from January enrolments (January 15-19, 2024). Therefore, parents/guardians who do not register their children during the registration period will be obliged to enrol them in the nearest school in their area, where there will be vacancies.
- After January 19, 2024, students who present themselves for new enrolment or transfer to schools should contact the relevant District Education Office (E.G.P.). The GSPs will inform affected schools of new enrolments or transfers.
- The Unified All-Day Schools (EOS) have compulsory attendance until 15:05 or until 16:00 (except Wednesdays where the hours of 7:45 to 13:05 apply, with the exception of Agios Antonios Primary School in Nicosia, which has five-day afternoon attendance). There is only one departure time for all students of each EGTC. Parents/guardians who cannot meet this timetable should request registration/transfer to another school within the enrolment/transfer schedules (15-19 January 2024).
2. REGISTRATION PROCESS
2.1 Pupils attending the following school year:
- in grades A – E of Primary School
- Compulsory Pre-Primary Education (i.e. children born 1/9/2018 – 31/12/2018)
- in the Kindergarten of their educational district and have a date of birth 1/1/2019 – 31/12/2019.
For the above categories of students, the following registration/transfer procedure is followed:
- 15 January 2024: Schools send parents/guardians, through children, a Registration Statement form. Schools operating under Cycle A and B, additionally send the form YPAN PBA 11 for children of the third grade.
- 16-17 January 2024: Parents/guardians fill in the form and send it, through their children, back to school. Children of the third grade (in Cycle A and B schools) also submit the completed form YPAN PBA 11.
- January 18, 2024: Schools check the forms they collected to see if all parents responded. Otherwise, a reminder is made so that no later than January 19, 2024, all forms are returned to the school. At the same time, schools check the registration forms to see if there are any parents/guardians who want their child transferred. In these cases, the form YPAN PBA 33 is forwarded to the specific parents/guardians, through their children.
- Until January 19, 2024: All Registration Statements, forms YPAN PBA 11 (for children of the third grade in Cycle A schools) and forms YPAN PBA 33 (for children applying for transfer) are returned to the school.
2.2 Students who will be enrolled for the first time in the specific Public Kindergarten or Primary School
For the above students, the following registration/transfer procedure is followed:
- 15-18 January 2024: Parents/guardians place in a closed envelope, all the necessary forms/certificates/documents for the registration of their child in the school of their educational district and the application for transfer (if they wish to transfer). Then they throw the closed envelope into a special box that will be placed on the school grounds.
- In the same area, there will be the necessary forms for registration (form YPAN PBA 11) and for transfer (form YPAN PBA 33) for parents / guardians who do not have access to the internet.
- Parents/guardians arrive at the specific area having filled in, in advance, all the necessary forms just to drop the envelope in the box and leave.
- 15-18 January 2024: The school studies all registration/transfer applications and communicates by phone with all parents/guardians:
- to confirm the child's registration,
- to secure any information/data that has not been given/provided and
- to inform parents/guardians that their application for transfer will be forwarded to the relevant GSP and as soon as the school has any information it will inform them accordingly.
- Until January 19, 2024: Any data/certificates that were not submitted with the application for registration/transfer must be submitted to the school.
3. RIGHT TO REGISTER
- All children, of any nationality, residing in Cyprus, regardless of the legal or non-legal residence of their parents/guardians on the island, have the right to register.
- Children born between 1 September 2019 and 31 December 2019 are accepted for enrolment in Compulsory Pre-Primary Education.
- Children born between September 1, 2018 and August 31, 2019 are accepted for enrolment in the Pre-primary class.
- Children born between 1 September 2017 and 31 August 2018 are accepted for enrolment in Grade A.
- Children born between January 1, 2020 and August 31, 2021 can also submit applications for enrolment in Public Pre-primary Schools.
4. EDUCATION DISTRICTS
- The revised educational districts for the school year 2024-2025 have been posted on the website of the Ministry of Education:
http://www.moec.gov.cy/dde/ekpaideftikes_perifereies_2024_25.html.
- All new students are enrolled in the Kindergarten or Primary School of their educational district, even if a parent/guardian intends to request a transfer.
- Applications for transfer are submitted by the parents/guardians of students to the school of their educational district, during the registration period.
- In the case of students who have older siblings in a Primary School, who attend grades A-E, during the current school year, and are interested in enrolling (a) in the Kindergarten adjacent to the specific Primary School or (b) in the specific Primary School, enrolment in case it is not their educational district, is done without requiring the transfer process.
- For children of Compulsory Pre-Primary Education, who have secured a transfer for the current school year, the re-transfer process is not required in order to enrol in the Pre-Primary Class.
5. NECESSARY FORMS/CERTIFICATES/DOCUMENTS FOR REGISTRATION
The following documents must be submitted during the registration/transfer process:
- Form YPAN PBA 11
- Title of the form: "Application for enrolment in Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-primary Class)"
- It is submitted by all parents/guardians who enroll their child in this school for the first time.
- It can be obtained from the school or from the website of the Ministry of Education: http://www.moec.gov.cy/dde/entypa.html.
- Birth Certificate/Passport
- It is submitted by all parents/guardians who enrol their child in this school for the first time.
- For students born in Cyprus, an official Birth Certificate is required.
- For students born outside Cyprus, an official Birth Certificate from the Competent Authority of the country in which they were born is required. The Passport is accepted as an official certificate.
- Photocopies of the above documents are accepted only if they have been certified by a competent officer.
- Bills proving residential street
- All parents/guardians who will enrol their child in this school for the first time, must provide two recent bills, garbage and electricity, proving that the street of residence of the student is the one declared and falls within the educational district of the school. It is noted that those who reside in the Municipality of Aglantzia, due to the fact that they do not have a garbage account, will have to provide in addition to the electricity bill and the real estate bill.
- In cases where the student's residence is rented and it is not possible to present a garbage bill, it must be presented, in addition to the electricity bill and the rental document.
- In cases where due to a recent move, there is no garbage bill, the building permit and a recent electricity bill must be presented.
- It is noted that, regarding parents/guardians who live in the same house with their grandparents or other relatives, and therefore do not have in their own name the two accounts required for certification of the residence address, they must provide:
(a) accounts showing the name of the relative with whom they reside; and
(b) a solemn declaration stating the name of the relative with whom they reside and since when they have been staying with the person concerned.
The declaration must be signed by both the student's parents/guardians and the relative with whom they reside. Finally, the signed declaration must be certified by the relevant President of the Community/Mayor/Certifying Officer.
- Vaccination status
- When enrolling a child in a Public Primary School for the first time (children of grade A and any other grade coming from private schools or schools abroad), parents must provide a copy of the Vaccination Card or the relevant page of the Health Booklet, which will show the child's vaccination status and indicate his name.
- A copy of the Vaccination Card or the relevant page of the Health Booklet must be presented regardless of whether the vaccines have been administered or not, i.e. the relevant Card/page must be presented even empty.
- Although it is preferable to present the child's Vaccination Card, the presentation of a relevant certificate by the child's Paediatrician may also be accepted.
- Certificate of Attendance for enrolment in the first grade of Primary School
- When enrolling students in the first grade of Primary School, it is necessary to present a "Certificate of Attendance" in a Public/Community/Private Kindergarten.
- For this reason, the Directors of Public Pre-primary Schools will issue the relevant certificate (form YPAN PBA 29) before the start of registrations in January.
- Parents/guardians of pupils attending Community or Private Kindergartens should obtain this certificate from the Administration of the School their child attends.
- In case it is found that a child does not attend a Kindergarten registered in the Ministry of Education, he/she should:
(a) parents/guardians to immediately enrol their child in another Kindergarten, which is registered with the Ministry of Education, and
(b) the pupil must be temporarily enrolled in Grade A, until the parents/guardians present a certificate of enrolment of their child in a registered Kindergarten.
- The lists of registered Community/Private Kindergartens are posted on the website of the Ministry of Education:

- Certificate of Attendance (for students with date of birth 1/9/2018 – 31/12/2018) who will be enrolled for the first time in the specific kindergarten in the Pre-primary class
- When enrolling students with a date of birth 1/9/2018-31/12/2018 in the Pre-primary class (who are currently attending Compulsory Pre-Primary Education), it is necessary to present a "Certificate of Attendance" in a Public/Community/Private Kindergarten.
- For this reason, the Directors of Public Pre-primary Schools will issue, before the start of registrations in January, the relevant certificate (form YPAN PBA 29) to students of Compulsory Pre-Primary Education (i.e. date of birth 1/9/2018 – 31/12/2018) who are currently attending their Kindergarten.
- Parents/guardians of pupils attending Community or Private Kindergartens should obtain this certificate from the Administration of the School their child attends.

- Form YPAN PBA 33
- Title of the form: "Application for Transfer to a Primary School or Kindergarten (Compulsory Pre-Primary Education and Pre-primary Class) of another Region"
- This form is completed only by parents/guardians who wish their child to be enrolled in a school other than the one in their educational district.
- No application for transfer is considered unless the child has first been enrolled in the school of his/her educational district.
- It can be obtained from the school or from the website of the Ministry of Education: http://www.moec.gov.cy/dde/entypa.html.
6. TRANSFERS
- Applications for transfer will be submitted by parents/guardians to the schools of their educational district during the registration period and forwarded by the schools to the relevant General Secretariats.
- Relevant is the form YPAN PBA 33.
- Transfers that concern reasons of relocation and do not create new classes or other problems in the school, are carried out during the enrolment period, by the Administration of the School to which the child intends to be transferred, upon presentation of evidence proving the move/relocation of parents/guardians. Parents/guardians make sure in advance to obtain the official birth certificate from the school they intend to move to, through their children. In case a new class or other problem arises at the school, the school the child already attends is enrolled and at the same time an application for transfer is submitted, attaching the information proving the move/relocation of the parents/guardians.
- Parents/guardians who appear, for any reason, for the registration/transfer of their child after January 19, 2024, should contact the relevant GSP. In these cases, parents/guardians may send the relevant form (Ministry of Environment and Energy33) and other documents/certificates/supporting documents that they must submit to justify their request, via fax or email in the relevant GSP, without their physical presence.
7. PERIOD FOR EXAMINING TRANSFER APPLICATIONS
- The examination of transfer applications will take place between 22 and 31 January 2024.
- There will be no further transfer review period.
- For approved or unapproved transfers, the relevant GSPs will inform the affected schools by fax, via fax, no later than 5 February 2024.
- The schools where the children were enrolled will inform affected parents between 6-9 February 2024 so that they can get the documents from one school within one week and enrol in the other school or make an objection if they wish.
- No pending registrations/transfers should remain after 16 February 2024.
- ENROLMENT OF CHILDREN AGED 3-48/12 IN PUBLIC KINDERGARTEN CLASSES
- Applications for enrolment in Public Pre-primary Schools can also be submitted by children younger than 3 – 48/12 years old, i.e. children born between January 1, 2020 and August 31, 2021.
- Applications can be made to any kindergarten in the period 15-19 January 2024.
- The application is submitted in the form YPAN PBA 30 "Application for enrolment in Public / Public and Community Kindergarten for children aged 3 – 4 8/12 years". The form is placed, together with the necessary documents/certificates, in a closed envelope. Then, parents/guardians throw the envelope into the special box that will be located, for this purpose, in a protected area of the school.
- It is emphasized that in case the child is enrolled in a Kindergarten outside his/her educational region, this does not ensure his/her continuation of his/her attendance at the same school when it will be compulsory pre-primary age (4 8/12 – 6 years old), nor does it give any advantage over other children when examining his/her possible application for transfer. For this reason, parents/guardians are advised to apply to the Kindergarten of their educational district, so that the child can continue his education at the same school.
- It is clarified that applications for transfer are not made by parents/guardians of children of this age.
- It is noted that children of this age category who will not be able to secure a place in the kindergarten they applied for, retain the right to claim a place in another kindergarten that has vacancies. In this case, parents should attach to their new application the form "Not securing a place to attend a Public Kindergarten", which will be sent to them by the kindergarten they originally applied for, so that their new application will be considered on time.
- The selection of children 3 – 4 8/12 years old for attendance at Public Kindergartens is based on approved criteria and depending on the age category in which each child falls: B ́ category: 4 – 4 8/12 years old (1January 2020 – 31 st August 2020) and C ́ category: 3 – 4 years old (1 st September 2020 – 31st August 2021).
