In the afternoon, the plenary unanimously adopted amendments to national legislation to bring it into line with EU directives on minimum requirements for maximum daily and weekly driving times, minimum breaks and daily and weekly rest periods and tachograph tracking of drivers.
The Posting of Workers Law was also amended to harmonise national legislation with an EU directive laying down specific rules for the posting of drivers in the road transport sector.
As had been mentioned in the working committee during the discussion of the issue, as of February 1, 2023, the responsibility for carrying out the driving and rest hours checks of drivers was transferred from the Department of Labor Inspection to the Department of Labor Relations.
The representative of the Department of Labour Relations referred to proposed regulations which, among other things, clarify that the controls that will be carried out in the context of the implementation of the proposed legislative framework will concern the working hours of drivers, which will cover the driving and rest hours of drivers en route and in transport companies, while at the same time achieving the strengthening of the relevant control mechanisms.
It also clarifies the framework within which the penalties imposed are categorised according to the seriousness of the infringements of EU regulations, improves the system for the exchange of information between Member States, establishes a risk rating system common to all Member States and lays down specific rules regarding the posting of drivers and the related controls to be carried out.
