Finally, in 2028, the new recruitment system in the public sector is expected to be implemented. The Ministry of Finance and the Public Service Commission (EDY) have reached an agreement to bring the new legislative package into force on January 1, 2028.

It is recalled that initially the Ministry wanted the new system to be implemented from 2027, however the EDY had stated that it should apply from 2028 as it takes more than six months to implement the required changes to the Commission's software system.
During the continuation of the discussion of the legislation in the Parliamentary Committee on Finance, the Director of the Department of Public Personnel Administration (PDP) Elena Azina stated that the basic bill concerning the changes in the system of admission to the state machine should be implemented in 2028. In relation to the holding of the government exams for 2027, it was said that the competent ministry is studying the possibility of giving it an extension to conduct them until February instead of holding them in November.

Regarding the submission of the lists of positions that will open in 2027, the Ministry of Finance has prepared the relevant lists and they will soon be forwarded to the Parliament for approval. Under the existing law, the Government must submit to the Parliament the lists of positions for which the examinations are held at least four months before the date of the general written examinations.

The president of the EDY, Giorgos Papageorgiou, stated before the Finance Committee that the lists of positions should be submitted immediately, the schedules for conducting the exams should be moved from the last four months. As he said, the timetables are tight for all three written exams to be held in December. According to Mr. Papageorgiou, one examination could be held in December 2026 and the other two in early 2027.
