UNCONTROLLED WASTE DISPOSAL SITES IN LIMASSOL ARE BEING REHABILITATED - Filenews 10/6 by Vassos Vassiliou


Following a decision of the Tender Review Authority, the way is opened for the restoration and subsequent care of Uncontrolled Waste Disposal Sites in the Limassol district, with the exception of the Uncontrolled Waste Disposal Site in Vati.

The project is awarded to the company CYFIELD ENGINEERING AND CONTRACTING PUBLIC LIMITED for the amount of €6,332,838.73 plus VAT.
At the same time, with the above effort made, the prevention of penalties is also sought by the European Commission, which had referred Cyprus to the Court of Justice of the European Union (CJEU), proposing the imposition of financial sanctions for the fact that it did not proceed with the management of the uncontrolled landfills. Cyprus had not implemented a previous decision of the European Court of Justice concerning the Landfill Directive.

Based on the contract that has been awarded, the cost of restoration of the Limassol Uncontrolled Landfills will amount to €7,524,177 (6,322,838 plus VAT €1,201,339).

Four bids had been submitted for the restoration of the Limassol uncontrolled landfills and all of them were increased between 15 – 22.5% from the estimate of the competent state Service.

Specifically, as can be seen from the decision of the Tender Review Authority, the tenders were the following:

>> Iacovou Brothers (Construction LTD) offer for €6.493.700. The amount equates to a 22.52% increase based on the appraised value.

>> Medcon Construction LTD. It submitted an offer for €6,887,093.69 which is equivalent to an increase of 29.95% compared to the estimated value.

>> Lambrou and Poutziouris Construction Ltd. It submitted an offer for €6,100,000.00 and was 15.09% higher than the estimated value.

>> Cyfield Engineering and Contracting Public Limited. It submitted a bid for €6,332,838 which is equivalent to exceeding the estimated value by 19.49%.

In the end, the tender was awarded to Cyfield Engineering and Contracting Public Limited, which led Lambrou and Poutziouris Construction Ltd to appeal to the Tender Review Authority.

It is noted that when the amount of the bid exceeds 20% of the estimated value, the respective Contracting Authority may raise the issue of an excessively high bid and exclude the company with the very high bid or even cancel the tender if all participants submit a much higher bid in relation to the estimated value of the project.

The tender was announced on 14.05.2025 and initially there was a proposal to award the bid to the company Lambrou and Poutziouris Construction Ltd for €6,100,000.00 plus VAT, which was the lowest bid, which was done. Cyfield subsequently appealed to the Tender Review Authority challenging the relevant decision. Cyfield won the appeal and on 08.10.2025 the Review Authority annulled the initial decision and then the tender was awarded to it.
