The Council of Ministers approved on 4 February 2026, following a proposal by the Deputy Ministry of Migration and International Protection, the National Strategy for the Integration of Migrants 2026-2029, the first comprehensive government policy of the Republic of Cyprus in the field of integration of legally residing migrants.
According to an announcement by the Deputy Ministry, issued on Saturday, the Strategy establishes a coherent, targeted and measurable framework of interventions, addressing long-standing coordination gaps and aiming to protect social cohesion and economic prosperity, for the benefit of both Cypriot society and migrants.
In the Strategy, integration is treated as a dynamic, two-way process of mutual respect and responsibility. Basic conditions for effective and sustainable integration are knowledge of the Greek language, legal work and a substantial understanding of the country's institutional framework.
The Strategy is developed around four main strategic objectives. First, socio-economic inclusion with an emphasis on learning the Greek language, employment, education and skills development, as well as access to social services and active participation in host communities.
Second, the strengthening of public awareness and the fight against stereotypes.
Third, access to health care services.
Fourthly, legislative and political alignment, so that the implementation of actions does not conflict with legislative rules or existing policies.
At the same time, emphasis is placed on areas that touch everyday life, such as housing and mobility, health, participation in cultural events and sports, with both early and long-term integration interventions. In addition, the smooth integration of legally residing immigrants also implies addressing the phenomenon of over-concentration (ghetto) of foreigners in specific areas in cities and communities.
The implementation of the Strategy will be monitored through Key Performance Indicators (KPI's) and standardized reporting tools, with the aim of collecting valid and qualitative data, which will be used to evaluate the performance of actions, as well as for policy making. In the context of the evaluation of the actions, the Strategy also provides for the establishment of an Advisory Committee, chaired by the Director General of the Deputy Ministry of Migration and International Protection, with the participation of competent services, independent supervisory bodies, academics, international organizations and civil society bodies. The Commission is tasked with evaluating the implementation of the actions of the Strategy and making suggestions for adjustments, where appropriate.
"Properly organized integration is an investment in the country's human resources, and through targeted interventions and continuous evaluation, it creates the conditions for those who live and work legally in the Republic of Cyprus to contribute productively," it is stated.
In this way, it is added, the implementation of the National Strategy for the Integration of Migrants 2026-2029 is expected to strengthen social cohesion, the economy and sustainable development, shaping a functional, safe and cohesive society, with respect to the values and institutions of the state, always guided by the collective interest.
