TELEWORKING - UP TO 20 DAYS TO USE IT IN THE PUBLIC SECTOR BY MINISTERIAL DECISION

The institution of teleworking in the public sector will start with 20 days this year. The Council of Ministers by decision determined the number of days during which civil servants will telework but when the new form of work will be implemented.

According to information from "F", the number of 20 working days of teleworking will apply for this year, so that the measure can be implemented gradually and the transition will be smooth for both employees and citizens. It is not excluded that in the coming years the number of teleworking days in the public sector will increase.

The performance of the new institution, the productivity of the employees and the impact it will have on the citizens will be the main factors determining the number of days of teleworking in the coming years.

A competent source told "F" that the heads of the departments, depending on the needs of the services, will decide whether an employee will work with the method of teleworking but also on the way of distributing the days during which the employees will telework.

Essentially, the 20 days of teleworking for 2026 correspond to less than two days a month. At the same time, the Council of Ministers decided that the measure will be implemented next April, so that employees can receive the appropriate training and at the same time be provided with the necessary equipment to be able to work with the method of teleworking.

In particular, civil servants who will telework should have a fast and secure internet connection and a service laptop in the teleworking area, which will be connected to their official telephone and office automation system. Employees can only telework from their home or place of residenceIn the coming days, the Department of Public Administration and Personnel (TSDP) is expected to circulate a relevant circular through which the guidelines and instructions will be given to supervisors and employees on how to implement teleworking.

Teleworking is part of the flexible forms of work that include flexible working hours as well as reduced employment for specific categories of employees. With the expansion of flexible forms of work, it is estimated that there will be a reconciliation of family and professional life as well as an improvement in the efficiency of the public service.

The flexible working hours are extended from one and a half hours to two hours, so that the new arrival hours are between 7:00 and 9:00 in the morning. The departure will range respectively from 2:30 to 4:30 in the afternoon. Flexible working hours were implemented from the first of the year. In relation to the reduced working hours by two hours, the relevant circular will clarify the provisions of the new measure, the beneficiaries and the reduction of earnings.

As is well known, the reduced employment can be taken advantage of by parents of children up to 15 years of age, covered by the Law on Leaves (Paternity, Parental Life, Care, Force Majeure) and Flexible Work Arrangements for Work-Life Balance, caregivers of people with serious health problems who live in the same household as the employee, and employees with disabilities or other serious health problems after having previously obtained a medical certificate.
