RUSSIAN CENTRAL BANK SUES EUROCLEAR FOR 'ILLEGAL' USE OF ASSETS

Russia's central bank has announced that it is filing a lawsuit in a Moscow court against the Brussels-based Euroclear securities depository, arguing that the company's actions are causing harm and limiting its ability to dispose of funds and securities.

In a separate statement, the bank described as "illegal" the mechanisms promoted at EU level for the direct or indirect use of its assets, citing principles of international law and the immunity of state assets, while warning that it reserves the right to use "all available mechanisms" to protect its interests.

Moscow places this move in the context of recent European discussions to meet Ukraine's financing needs for 2026-2027. On 3 December 2025, the European Commission presented two solutions for financing, including a proposal linked to a reparations loan, on the basis of resources that remain committed.

At the same time, according to reports, the EU is considering a settlement to freeze the assets of the Russian central bank indefinitely, a move that is part of the planning to support Ukraine, while the relevant negotiation remains politically sensitive, given that a significant part of the funds are under Belgian jurisdiction through Euroclear.

The Russian side has repeatedly warned that any use of frozen Russian resources will be met with "the harshest reaction", while officials have left open the possibility of appeals to national courts, third-country judicial authorities and international  courts.
