A bill setting a fine of  €85 for a total of 22 offenses, was submitted yesterday to the Parliament by the Legal Service. These include riding at excessive speed, shaking carpets, obstructing traffic with... carriage or boat, barking the dog, opening a pit on the road, obstructing a road by opening shutters, transporting barrels or timber on the sidewalk and others.

The purpose of the bill is to amend the Out-of-Court Settlement of Offences Law, so that the offences provided for in this law and based on the Municipalities Law of 1985 and the Dogs Law (CHAPTER 52), which were repealed and replaced by the Municipalities Law of 2022 and the Dogs Law of 2002, are updated to comply with the provisions of the applicable laws.

The bill was prepared by the Ministry of Justice and Public Order, following the recommendation of the Union of Municipalities and securing the consent of the Ministry of the Interior, while it was approved by the Council of Ministers during its session on October 29, 2025 and was submitted yesterday to the Parliament.

Specifically, a fine of €85 is set for:

  • keeping a dog without a possession permit or a dog that is not registered and marked;
  • keeping a dog in violation of the provisions of the Dog Law,
  • an action with the intent to deceive the competent authority or the Director in the registration or control of a dog during the registration or control of a dog.
  • walking a dog in a public place where the presence of dogs is prohibited,
  • causing disturbance to the public by loud and continuous barking,
  • itinerant sales without a license,
  • use/operation of recreation areas without a license,
  • a free animal without guarding,
  • leakage or passage of water or other liquid from a road or road ditch;
  • intentionally obstructing any road by a motor vehicle, carriage, truck, handcart, animal, or other means;
  • intentionally obstructing any road by placing any retractable shutter, or sunshade, cover or other overhang, unless each side of it is at least 12 metres above the ground;
  • intentionally obstructing any road by placing rope, cord or mast transversely or along such a road, or by hanging or placing clothes for drying, billboards, slogans or other things;
  • service to soliciting customers and harassing passers-by for immoral purposes,
  • driving a vehicle or riding at excessive speed or dangerously,
  • throwing or dusting carpets or other related objects on a road from any part of a house or other building;
  • causing deliberate damage or damage to a road;
  • throwing from the roof or any part of a house or other building a quantity of soil, tiles, wood, rubbish, water or other things;
  • throwing, placing or leaving any object or thing in or on any street or public place;
  • an object or thing is thrown or left or permitted to fall into any underground pipeline owned or under the control of the Council or any other authority;
  • intentionally obstructing any road by rolling over or transporting barrels, boats, barrel or wheel covers or any scale of board, mast, timber, or piece of wood on a pavement, except for the purpose of loading or unloading a motor vehicle or crossing the pavement;
  • intentionally obstructing a road by posting, posting or otherwise displaying for sale goods, merchandise or anything in such a way that they protrude in or over any road or beyond the line of any house, shop or building to which they are exposed, in a manner that obstructs or impedes the passage of any persons along the road;
  • Dangerous openings on a road within municipal boundaries (pit, underground sewer, etc.) in a way that does not prevent a person from falling within them.
