The way for the re-announcement of tenders for the first section of the new Paphos-Polis Chrysochous highway, from Agia Marinouda to Stroumbi, has been opened for good after the rejection of the objections filed by the Aktor-Intrakat consortium on the issue.
Revealing information from Filenews states that the Tender Review Authority, to which the Greek consortium appealed, announced yesterday the rejection of all 11 points of objections filed by the consortium, essentially requesting the annulment of the re-announcement of the tender and fully vindicating the state.
Following this development, the way is essentially opened for the promotion of the process of submitting new tenders by the Department of Public Works, which is considered the contracting authority.
The process of new bids had been frozen since August due to Aktor's appeal and the competent Ministry of Transport, Communications and Works had moved the deadline for the submission of bids from November 7 to February 6, 2026 in order to avoid further procedural delays pending the decision on the appeal.
The decision and the rejection of all 11 points of objections of the consortium, now restarts the process smoothly, a fact that was also welcomed by the member of the Transport, Communications and Works Committee of the Parliament, Paphos MP Chrysanthos Savvidis, speaking of an important court decision for the benefit of the province and the state in general.

The Ministry of Transport, Communications and Works, Department of Public Works announces that the Tender Review Authority, by decision dated November 19, 2025, rejected in their entirety all the reasons for the cancellation of the tender "Completion of the study and construction of the Paphos – Polis Chrysochous motorway, Section 1 – Phase (A)" put forward by the company AKTOR Group of Companies in the context of the appeal no. 19/2025.
Following the decision, the temporary suspension of the award procedure for this tender, which had been imposed on 22 August 2025, ceases to be in force. The tender documents are now available to all interested economic operators in the e-procurement system.
