The number of foreigners who acquired Cypriot citizenship through the Cyprus Investment Program (KEP) or the golden passports, as they became known, not only to the wider public of Cyprus but also to foreign countries, amounts to 7,329.
From the data of the Ministry of Interior, which are the latest, of the above foreigners (7,329), 3,522 who acquired Cypriot citizenship were investors while another 3,807 received Cypriot citizenship as family members of the 3,522 investors in question.
Moreover, according to the same data from the Ministry of Interior, the total number of persons from whom it was decided to deprive Cypriot citizenship amounts to 373, of which 103 are investors while the remaining 270 persons are members of the investors' families.
In the context of the implementation of the decision to deprive Cyprus citizenship, the process has already been completed for 116 foreigners, of which 35 are investors while 81 are members of the families of the 35 investors.
The data had been requested from the Ministry of Interior by the chairman of the Parliamentary Committee on the Interior, Mr. Aristos Damianou, on behalf of all the MPs, members of the Committee.
In more detail, in the letter of the Ministry of the Interior, which is signed by the general director of the ministry, Mr. Elikkos Elias, the following is also recorded:
I wish to refer to the debate of the Parliamentary Committee on Home Affairs on the above subject, which took place during the sitting of 30 October 2025 and to pass on to you the following information, which was requested by the Commission:
1. Total number of persons who acquired Cypriot citizenship on the basis of the Cyprus Investment Programme (JEP):
The total number of persons who acquired Cypriot citizenship on the basis of the KEP is 7329 persons, which are divided into 3,522 investors and 3,807 family members of the said 3,522 investors.
2. Total number of persons who acquired Cypriot citizenship on the basis of the KEP and for whom a procedure for the deprivation of Cypriot citizenship has been decided. In addition, the number of persons for whom a Citizenship Deprivation Decree has been issued:
The total number of persons who acquired Cypriot citizenship on the basis of the KEP and for whom a procedure for deprivation of Cypriot citizenship has been decided is 373 persons, which are divided into 103 investors and 270 family members of the said 103 investors. Of these, the process of deprivation of Cypriot citizenship has been completed for 116 persons, which are divided into 35 investors and 81 family members of the said 35 investors. For the 116 persons in question, a Decree of Deprivation of Citizenship of the Republic of Cyprus has been issued.
3. Total number of persons who acquired Cypriot citizenship on the basis of the KEP and for whom the possibility of initiating a procedure for the deprivation of Cypriot citizenship is being investigated.
The total number of persons who acquired Cypriot citizenship on the basis of the KEP who are being investigated for the possibility of starting the process of deprivation of Cypriot citizenship is so far 26 investors.
