THE DEPUTY MINISTRY OF MIGRATION ANNOUNCED A PILOT SCHEME FOR THIRD-COUNTRY NATIONALS WHO WISH TO STUDY IN CYPRUS

 Filenews 24 October 2025

The Deputy Ministry of Migration and International Protection announced the pilot implementation of the "Visitor – Program Monitoring" Scheme, which concerns third-country nationals who want to study in approved schools or educational organizations in Cyprus. The new Scheme enables persons who do not meet the requirements for a student permit to obtain a special temporary residence regime for educational purposes.

According to an announcement by the Deputy Ministry, the Scheme covers programs lasting more than four months offered by bodies approved by the Deputy Ministry of Shipping or the Department of Civil Aviation, which do not fall into the category of higher education institutions. In this way, the gap for persons who do not meet the requirements for a student permit is filled, offering a special temporary residence regime for educational purposes.

In the first year of implementation, 200 licences(100 per competent authority) are to be granted, which will be given on a first-come, first-served basis, based on the date of submission of the application.

Applications are submitted to the Head Office of the Immigration Department in Nicosia. The fees are set at €70 for the issuance or renewal of a temporary residence permit and €70 for the first registration in the Register of Aliens.

More information, as well as the necessary forms (MVIS8 Application and Statements of Accompanying Documents), are available on the website of the Migration Department of the Deputy Ministry of Migration and International Protection.
