THE BATTLE WITH THE CURVES [SPEED BUMPS] ON THE ROADS CONTINUES - 104 REMOVED SO FAR, ANOTHER 148 ARE PENDING

The phenomenon with the unlimited number of curves throughout Cyprus and the damage that causes unnecessarily many of them in many cases, had caused many reactions. Since then, the Ministry of Transport had promoted the removal of several of them. "F" secured the latest updated data from the Department of Public Works, which show that out of the 2,500 curves nationwide, a total of 258 curves have been removed or will be removed from the roads. Of these, a total of 104 curves were removed from the roads, while another 148 bend removals are pending or will proceed in the context of project execution.

Specifically, for the curves throughout Cyprus, an effort is being made to digitize them and count them using tools that are available online. At the moment, there is no exact number, but it is estimated based on the records of the TDE, at about 2,500. In the context of the policy promoted for the removal of the curves, the removal of all the curves is not expected and is not sought. Recession measures, for example, that have been implemented in traffic-sensitive areas, such as roads adjacent to schools, or parks, etc. are being re-evaluated with special care and are not expected to be removed, the relevant Department said.

In which municipalities are curves expected to be removed?

Municipality of Lakatamia

  • Removal of the two curves along Hamatsou Street, which are located on either side of the junctions with Nafpliou and Platonos Streets.
  • Removal of two platters at the junctions of Valtesiou and Aliakmonas.
  • Removal of a curvature in Cherry.

Nicosia Municipality

  • Removal of a curve on Agiou Pavlou Street between the junction of Rupens and Makedonias streets.
  • Removal of two curves on Agias Elenis Street.
  • Removal of two curves on Kolokotroni Street.
  • Removal of a curve on Iroon Street.
  • Leof. Athalassis, the elevated pedestrian crossing (based on earlier approval) to be converted into a level crossing in the Municipal District of Aglantzia.

Municipality of Latsia – Geri

  • Removal of two curves on Kantaras Street.
  • Removal of two curves on Griva Digeni Street.
  • Removal of two curves on Georgiou Seferi Street.
  • Removal of a curve on Athallassis Street.
  • Removal of three curves on Leof. Evagorou.
  • Removal of two curves on Ftelias Street.
  • Removal of four curves on Apostolou Varnava Street.

Municipality of Strovolos    

  • Removal of a curve on Ag. Eleftheriou.
  • Removal of two curves on Kosta Anaxagoras Street.

Municipality of Aradippou

  • Removal of a curve on Rizokarpasou Street.
  • Removal of three plastic curves.

Municipality of Larnaca   

  • Removal of a curve on Varosha Street near the Tsakkilero Settlement.
  • In the Municipal District of Livadia, two curves will be removed, one south of Charalambou Palma Street and one east of Alkimou Street.
  • Removal of a curve on Mouzaki Street in the Municipal District.

Municipality of Amathus

  • Removal of three curves on Charalambou Evagorou Street.
  • Removal of five curves on Kosta Pitsilidi, Oceanidos Olympias streets.

Limassol Municipality        

  • Removal of a curve on April 1st Street.
  • Removal of two curves on Katina Paxinou Street on either side of the southern junction with P. Haraki Street in Mesa Geitonia.

Municipality of Kourion  

  • Removal of two curves in the Heights.
  • Removal of a set in Ypsonas.

Municipality of Dromolaxia – Meneou

  • Removal of two curves on Leof. Arch. Makariou and one on Agias Marina Street.

Choirokoitia – Ora Road

  • On the main road of Choirokoitia – Oras (Arch. Makariou Street), out of the 10 existing curves and elevations, the first curve east of Grigori Afxentiou Street is removed and the second curve located east of the existing elevated pedestrian crossing of the school is removed.
  • On Makariou Street, at the point where there is a zigzag intersection with Kritis and Neophytou Pissa streets, the two curves located on either side of the junction are removed.
  • On the B1 road outside the water treatment plant, the two curves on either side of the existing elevated pedestrian crossing should be removed.

Municipality of Akamas

  • Removal of a curve on Leof. Christou Kkeli east of Agiou Konona Street – Pending before the Prefect.

Municipality of Paralimni – Deryneia

  • Removal of a curve on Acropolis Street north of the junction of Messolonghi and Salaminos streets in Paralimni.

Time to remove curls

The time required from the submission of the request and until the relevant decision is taken by the Technical Committee for the removal of curves, according to the procedure mentioned above, and on average is about 1 month. The next actions for the implementation of the decision are left to the Authority to which the competence of the respective road concerned by the decision falls. For the Department of Public Works, this time ranges from one week to 4 months, it was reported by the competent Authority.

Who can request removal

A request for the removal of a curve can be submitted by any citizen, organized group, municipality or school, with the process being exactly the same, as they submitted it to place curves.

At the Technical Level, according to the Department of Public Works, the implementation of the policy is done through a continuous and repetitive flow of actions, which includes the following steps.

  • Identification / submission of the points to be removed of recession measures, by the TDE, the municipalities, citizens, etc.
  • Evaluation of the requests by an officer of the TDE and the Police Headquarters.
  • Examination of the issue in the Technical Committee, where the position of the Local Authority is also formulated.
  • Adoption of decisions by the Technical Committee,
  • Promotion of actions to the competent Authority (according to the road competence) for implementation in accordance with the decision of the Technical Committee.
  • For the points concerning the Department of Public Works, cost estimates are prepared and then appropriations are made available through the funds of road safety, or even maintenance for the implementation of the decisions.

The cost of removing curves

The cost of removing the curves, according to the competent Department, is around €1,200, however, many cases of removal of curves fall on roads that are under maintenance, as a result of which the cost is zero, as they are part of other works.

Specifically, for the points where the removal of the curves is decided, essentially the cost concerns the removal of the curvature, the restoration of the asphalt pavements, the modification where necessary of the road markings and (if required) the creation of a space for parking the vehicles carrying out speed checks using mobile photo-marking devices. The cost for the removal of the curves, as described above, amounts to approximately €1,200 per curve.

There is no additional cost for carrying out speed checks, due to the possibility of carrying out these checks through the existing photo-marking contract handled by the Police Headquarters. In addition, in cases of asphalt road maintenance where the removal of curvatures has been decided, the removal cost is minimal to zero.

What replaces a curve

Regarding the measures applied to the points where curves are removed, the Senior Officer of the Department of Public Works told "F" that in several cases the initial reasons for the placement of a curve have disappeared.

For example, sidewalks may have already been built, roads have been completed and road junctions have been improved.

In detail, according to the competent Department, for the points where curves have been removed, the alternative measures that have been adopted are:

  • Intensification of policing with the use of mobile photo-marking devices through the relevant contract handled by the Police Headquarters. Where required, the necessary infrastructure is created to serve the photo-marking vehicles.
  • Configurations / upgrades of junctions (construction of roundabouts, construction of additional lanes to serve traffic, construction of sidewalks, vertical configurations of junctions, construction of islands).
  • Implementation of prohibitions and other traffic regulations (e.g. prohibition of clockwise movements of vehicles).
  • Implementation and upgrading of road signage/signaling and more.
  • Placing other equipment on the road, planting, limiting geometric road features.
  • No other measures have been taken because the original reasons for the placement of the curves have disappeared.
  • Speed limit reduction, application of -30- zones.
  • Implementation of an urban planning project in the context of which a general upgrading/improvement of the road is achieved and therefore it is not considered necessary to maintain existing recession measures – curves.
