NEW FUNDS FOR POLICE AND PRISONS - €6.5 million FOR CAMERAS AND PHOTO RADAR LIST

A significant amount is provided for in the Police budget for 2026 in relation to the operation of the photo-marking system and the upcoming operation/implementation of the PhotoRadar List and the list for Turkish Cypriot vehicles.

According to the budget, submitted by the Ministry of Justice, an amount of €6,489,078 is provided for the system with the cameras, but also for the software that will concern the list for those who are pending out of court, but also for a special list concerning Turkish Cypriot vehicles that were reported by the system. To date, there was no such list, as a result of which those Turkish Cypriots who were denounced by cameras were not identified and dozens of unpaid out-of-court notices were pending.

At the same time, as far as the Police are concerned, the budget of '26 provides, among other things, for the approval of appropriations, amounting to €2,750,000, for the creation of a heliport in the area of Solea, €400,000 for the completion of the Panagia Police Station, €1,190,000 for the creation of new infrastructure for the witness protection program, €970,000 for the construction of a special Security Center at the Vasilikos Energy Center, €90,000 for the construction of buildings for the Famagusta Police Department, €60,000 for the construction of buildings for the Morphou Police Department and €300,000 for the creation of detention centers for minors in Mennogia.

An amount of €1,080,000 is also provided for the purchase of services for the provision and management of a detention facility for children in conflict with the Law based on children in conflict with the Law, which is expected to operate within 2026 in Mennogia. A fund of €560,000 is provided for the purchase of services for the operation of the Driver Training School, which will aim to provide an opportunity for traffic offenders to develop a positive road attitude and behaviour when moving on the road network.

Also, the Department of Administration and Human Resources – Press and Public Relations Office of the Police requests the approval of an amount of €18,000 for the purchase of expert/communicator services that will assist in the implementation of the communication policy of the Police, with the aim of properly promoting its work and consequently improving its image, as well as in the more effective management of crisis situations and serious cases/incidents).

Prisons and mobile phones

Regarding the Central Prisons, appropriations of €2,500,000 are provided to cover mechanical and electronic equipment as follows:

• Purchase and upgrade of a confinement resident monitoring system (electronic wristband).

• Purchase of a portable radiation diagnostic machine for the purpose of researching cells and other electrical devices.

• Purchase of Drone Detection and Deactivation System.

• Purchase and installation of a new closed-circuit monitoring system.

• Installation of a mobile phone deactivation system.

• Electronic mobile phone locator machine.

• Body control arch.

• Two safety locks with electronic locking system.

As far as the building facilities are concerned, significant appropriations are provided for in the new budget, the largest of which will be used for the construction of a new closed prison. Specifically, appropriations of €12,257,000 are included to cover the new closed prison, with a capacity of 360 people, the creation of a futsal field for the new Open Prison, the prisoners' basketball court for the new Open Prison and the asphalting required.
