The "Jump" Movement calls for the immediate implementation of the support measures for the fire victims, with speed and effectiveness, stressing that "the lives of the fire victims cannot wait" while the demand for accountability continues.
In a statement, the movement proposes the creation of "one service point" per village or complex, so that citizens can issue all the required state certificates on the spot. It also calls for fast-track licensing with a Project Manager for residences within a residential zone and social support for main residences outside the zone.
The package of measures it proposes also includes: compensation of small craftsmen based on the cost of replacement, implementation of flood and anti-erosion projects before the autumn rains, targeted reforestation, as well as the creation of a public dashboard with clear milestones and full transparency on the progress of the projects.
The announcement is as follows:
"Although the need for accountability, performance and accountability has not disappeared, the daily life of the fire victims cannot wait: it is important that all the support and rehabilitation measures announced by the government are implemented immediately and without additional inconvenience.
The State must turn the announcements into action without further delay and without additional inconvenience for people who have already lost their homes, properties and jobs. The measures decided by the Council of Ministers on 30 July 2025 (one-off aid, rent subsidy, housing rehabilitation, schemes for businesses, wage support, agricultural compensation, etc.) are correct and must be implemented fully and immediately. We propose the following:
1) A single point of contact – as in major projects, now for the fire victims
We are asking for mobile interdisciplinary groups in the form of a Citizen Service Centre – Citizen Service Centre (Ministry of Foreign Affairs/Provincial Administration, Land Registry, Town Planning, Department of Forests, TAY, Department of Labour, Department of Agriculture, Deputy Minister of Tourism, Ministry of Energy & Commerce, Police, District Administration), with a core in each village and full groups in groups of neighbouring villages or even in one of the affected villages, on a daily basis, until the need is eliminated. These teams will operate as a single point of service for all applications/certificates. The know-how exists. The state has already implemented the "Project Manager" model in Strategic Development Projects — to be implemented here as well.
On-site issuance of certificates issued by the State
As many certificates as are required and are state-owned (e.g. copy of title deed from the Land Registry, data on income from the Tax Department, etc.), and copies of lost or burnt documents (registry/identity/passport certificates for those who lost them) to be issued on site by the crews, with official access to the systems. The state to the citizen — not the citizen from service to service.
2) Fast licensing for damaged homes without a permit
For cases where the burnt house was not licensed and a subsequent permit is required to pay aid: to appoint Project Managers (according to the standards of Law 84(I)/2023 concerning large developments) who will "run" all the steps themselves in all the Authorities and Services involved until completion, so that the citizen does not wander through the labyrinth of bureaucracy.
For residences outside the residential zone that cannot be licensed: there should be individualized social support, where it has been proven that it is a primary and permanent residence and there is an issue of decent living (housing/rent/resettlement subsidy).
3) Support for small craftsmen based on the actual cost of replacement
Craftsmen who lost machinery must be compensated on the basis of the cost of replacement (to be able to operate again), not only on the residual value of old equipment. Plans for businesses to provide for flexibility, quick advances and personalized judgment where needed.
4) Agricultural sector: from compensation to production reconstitution
The Ministry of Agriculture's package (de minimis, compensation/advances, restoration of fixed assets) must be aligned with:
- Restructuring & conversion of vineyards for those who want to replant,
- First installation of young farmers,
- A new scheme of leasing burnt vineyards to young farmers, so that owners who cannot/do not want to replant have an incentive to lease them.
5) Flood protection & environmental restoration with a timetable
Burnt watersheds are at high risk of flooding and need immediate anti-corrosion/flood protection (cleaning of streams within settlements, surface land covering, retaining works with micro-dams and log dams, where appropriate, etc.). At the same time, a targeted reforestation plan with scientific prioritization criteria.
Incentives for private land
Many burned areas are private. Financial incentives for reforestation/planting and technical support (planting material, consultancy) are needed.
Especially for vineyards that were not their main occupation: incentives either to resettle or to rent to active – especially young – farmers.
6) Transparency and accountability
We are asking for a public dashboard with monthly data: applications/payments per measure, average turnaround time, completed projects per community. Any exception or individual regulation outside the published framework should be made public anonymously with documentation, in order to ensure equity. There should be no rousfeti and no comfort on our part.
7) We ask for a formal plan with milestones (to be published immediately)
- By 20 August 2025: installation of mobile teams in all affected villages/clusters, with full competence to issue certificates/receive applications.
- By 31 August 2025: completion of the first round of lump sums and advances for farmers/businesses; activation of a salary support scheme.
- By 15 September 2025: completion of anti-erosion interventions on critical slopes/streams; Publication of hazard maps before the autumn rains.
- Until 30 September 2025: fast-track licensing operation with Project Managers for residences that need a retrospective permit.
- Until 31 October 2025: announcement of special incentives for the reforestation of private land and a scheme for leasing burnt vineyards to young farmers.
In short, we call on the Government:
- To immediately implement the measures already announced,
- To bring the state to the citizen with mobile groups of "one point of contact",
- To shield the burned areas before the rains with flood protection works and a reforestation plan,
- To provide personalised support to the truly vulnerable (main residence outside the zone, small artisans), and
- Publish timeline & progress indicators, with full transparency.
The state, in natural disasters, gives examinations to citizens: it must be a helper to the inhabitants of the villages – with an active presence, speed, efficiency and transparency."
