RECOVERY FUND - CYPRUS REQUESTED CHANGES - APPROVAL FROM ECOFIN IS EXPECTED

The EU's Council of Economic and Financial Affairs Ministers (ECOFIN), under the Recovery and Resilience Facility, is expected to adopt amended plans from Belgium, Croatia, Cyprus, Italy, Lithuania, Malta, Poland and Slovenia.

A statement from the European Commission states that the finance ministers of the euro area and the EU are in Luxembourg today, 19, and tomorrow, June 20, for the meetings of the Eurogroup and the Economic and Financial Affairs Council (ECOFIN).

On Friday, ministers will exchange views on the 2025 European Semester spring package, adopt a horizontal note on the country-specific recommendations, recommendations on the national medium-term fiscal-structural plans, as well as decisions and recommendations under the excessive deficit procedure.

Ministers will also be invited to endorse the euro area recommendation, which paves the way for Bulgaria's adoption of the euro by January 2026, and will hold discussions on competitiveness, energy prices and the economic impact of Russia's aggression against Ukraine.

Under the Recovery and Resilience Facility, the Council is expected to adopt amended plans from Belgium, Croatia, Cyprus, Italy, Lithuania, Malta, Poland and Slovenia. It will also seek to adopt a biennial report on tax matters, as well as conclusions on the progress made by the Code of Conduct Group.

Today, Commission Commissioners Valdis Dombrovskis and Maria Luis Albuquerque will represent the Commission at the Eurogroup meeting. Ministers will discuss the findings of the International Monetary Fund (IMF) Article IV consultation, recent fiscal developments in the euro area and Bulgaria's accession to the euro area. They will continue their work on competitiveness, with a presentation by the IMF on barriers to the internal market, followed by a discussion on the state of play on the digital euro.

Tomorrow, Commissioners Maroš Šefčovič, Dombrovskis and Albuquerque will represent the Commission at the ECOFIN Council meeting. Commissioner Šefčovič will present the Commission's views on the Customs Union Reform Package and, in this context, the Council's progress report on the Package will be presented. Commissioner Albuquerque will update ministers on the state of play of legislative proposals in the area of financial services. Commissioner Dombrovskis will represent the Commission on the other items on the agenda, the Commission concludes.
