The Ministry of Energy, Trade and Industry announced two changes to the Solar Water Heater Subsidy Scheme, which was announced yesterday. In addition, he announced that great interest was expressed by citizens, with applications on the first day of publication of the Plan exceeding 500.
The Minister of Energy, Commerce and Industry has decided, based on the powers granted to him by the Subsidy Scheme, the following amendments/improvements to the Scheme:
- the deletion of the condition that in order to be registered in the LIST OF PARTICIPATING INSTALLERS, installers must be registered in the Register of Small Scale Installers of RES Systems – Category D: Installers of Solar Thermal Systems.
The purpose of the decision is to enable a greater number of installers to participate in the Subsidy Scheme, thus enhancing the competitive operating framework of the Scheme for the benefit of applicants-consumers.
- Addition of clarification, which explains that the 7-year commercial guarantee that traders must provide to applicants may contain specific terms and/or conditions, including the exclusion of specific components and/or consumables from the scope of the commercial guarantee, provided that the commercial guarantee is notified in advance in writing to the consumer, so that he is properly informed before the conclusion of the contract with the trader.
The above addition aims, the ministry notes, to better protect consumers' interests and transparency in relation to the content of the commercial guarantee that traders must provide to applicants.
The Ministry of Energy welcomes the strong interest expressed by applicants for the Subsidy Scheme, which is reflected in almost 500 applications submitted just within the first day of implementation of the Scheme. The Ministry remains focused both on strengthening and protecting consumers and on the effective promotion of renewable energy sources.
Interested parties can be informed about the Subsidy Scheme, but also submit an Application through the website of the RES and EX Fund (www.ref.org.cy).
REQUIRED DOCUMENTS
Supporting documents submitted with the APPLICATION
Please note that in order to be able to submit an APPLICATION you will need to create an account in the system (in case you do not already have one).
When submitting an APPLICATION you will be asked to attach the following supporting documents in electronic form (scan):
- Recent electricity bill of the house stating the price and the premises number. The account does NOT have to be in the name of the Applicant.
- The TITLE DEED of the residence.
- The Title Deed does NOT have to be in the name of the Applicant.
- In case the Title Deed is not available, the Applicants may alternatively submit another official document from which the plot can be located at the Land Registry Portal and from which it can be documented that it is a legal residence and that the application for the issuance of the building permit and/or the town planning permit of the residence was submitted before 31.12.2010 [e.g. copy of Building Permit and/or Town Planning Permit or proof of housing assistance granted by the Republic].
- Copy of bank statement or certificate from the Bank, showing the IBAN number of the account to which the sponsorship will be deposited in case of successful implementation.
- A bank account in which the Applicant is a beneficiary or co-beneficiary must be declared.
Supporting documents submitted during the INVESTMENT IMPLEMENTATION UPDATE
The information on the implementation of the investment is made directly by the PARTICIPATING INSTALLERS through the electronic system, no later than ten (10) working days from the realization of the installation.
During the INVESTMENT IMPLEMENTATION UPDATE, PARTICIPATING INSTALLERS should attach in electronic form (scan):
- Detailed invoices related to the investment, in the name of the applicant
- The name of the person to whom the invoice(s) will be issued must be the same as the name of the Applicant (without mentioning any other name). In case the invoices have been issued in a different name than that of the Applicant, a relevant certificate must additionally be submitted, which must be completed both by the person in whose name the invoices were issued and by the Applicant.
- in the Invoice(s) there should be a sufficient/detailed description and quantity of equipment installed, from which it can be established that the installed equipment is included in the LIST OF ELIGIBLE EQUIPMENT.
- PHOTOS of the solar system and the surrounding area where the investment has been made BEFORE and AFTER the investment has been made
- The photographs will be a key proof of documentation of the implementation of the investment. Failure to submit appropriate photographs may constitute grounds for rejection of the APPLICATION.
- It is emphasized that it is necessary to submit photos:
• BEFORE the start of works,
• AFTER the completion of the installation works of the solar system.
