PUBLIC CONSULTATION RE PHOTOVOLTAICS FOR ALL - SPONSORSHIP WILL BE GIVEN

Filenews 22 December 2023 - by Chrysanthos Manoli

In a public consultation, the Ministry of Energy is preparing to put forward the integrated plan Photovoltaics for All, so that the final text can be submitted for approval before the Council of Ministers as soon as possible.

Phileleftheros reports that the public consultation will most likely begin immediately after Epiphany and interested parties will be given 2-3 weeks to submit opinions, suggestions or disagreements.

After making the additions that will be deemed necessary, the plan will be submitted for approval to the Minister. Immediately after approval, professional photovoltaic installers will be invited to register in the relevant Registry, where interested households can resort to choose a partner.

At the same time, the new electronic application submission platform is expected to be ready in February, aiming to achieve significant time savings in the process of examining and approving the application, as well as the application/granting of state sponsorship.

The information of "F" states that a state grant will also be granted for the Photovoltaics for All project – to all applicants – but less than that granted through other programs for the promotion of photovoltaics and energy saving means. The grant will be reduced as a disincentive to those who can take advantage of other projects by paying the initial capital for the photovoltaic system.

The intention of the Ministry and the Government remains, as we have been told, the intensive promotion of the installation of residential photovoltaics but more broadly the promotion of self-production and self-consumption, so that as many households and small businesses as possible benefit from cheap electricity, discharging the grid to some extent.

ETSC for own consumption

We also note that in his recent letter to the Minister of Energy, George Papanastasiou ("F" wrote about this in the 20/12 edition), the president of ETEK had also pointed out to him the following:

  • "Because the remaining available electrical space (which is quasi-public wealth) is specific and finite, the State should decide or confirm that photovoltaics on roofs for self-consumption are a priority and to this end all state policies should be aligned.
  • It is obvious that efforts to modernize and digitize the network / install smart meters but also to improve procedures and response times related to the examination of applications and connection of loads to the distribution network (e.g. computerization of the system and electronic submission) should continue and intensify".
