The Union of Municipalities, in the context of the implementation of the "Evagoras" project for the digital transformation of Municipalities, informs stakeholders that the audits of the functions included in Phase A of the Project have been completed.
Phase A included, after evaluation, the following functions of the system:
- the basic management system (users, rights, settings and configuration),
- the basic subsystems (workflow engine, email/notification engine),
- Central display – notification management,
- Register of Citizens – Premises,
- Central archive,
- Management of incoming – outgoing mail,
- Management of meetings - agendas and minutes,
- Part of the tax system (Calculation and imposition of taxes and fees – Garbage Fees, Business Tax, Business Premises, Collection Management),
- Celebration of Civil Marriages.
In the context of the implementation of Phase A, test checks of the above functions were carried out by the contractor, as well as user acceptance testing by competent officers of the Municipalities of Germasogeia, Aradippou and Deryneia. In addition, audits were carried out by an Audit Team in which competent officers from selected Municipalities participated, while the whole process was coordinated by the Union of Municipalities.
The audits carried out revealed a number of corrections, changes and improvements, most of which have been implemented, while the rest will be implemented at an agreed time, due to their complexity.
With the completion of the test tests and the acceptance of the users, the implementation of a small pilot application began in the Municipalities of Germasogeia, Aradippou and Deryneia, without the use of real data. This work is ongoing, the results of which are being evaluated.
At the same time, the development of the remaining functions of the system continues, which are expected according to the revised timetable to be completed in July 2023.
The benefits of the "Evagoras" project are multiple and will be tangible to serve citizens and businesses. It provides for the improvement of the internal administration procedures of municipalities, the reduction of bureaucracy and the increase of productivity.
The "Evagoras" project is implemented under the "THALEIA" Program 2021-2027 co-funded by the European Union, with a budget of €2.410.000,00. The implementation of the Project has been awarded on the basis of a public contract to the Consortium of companies Hellenic Technical Enterprises Ltd, iSpiral IT Solutions Ltd, Technomart Engineering & Project Consultants Ltd and Open Technology Services SA.
