Currently, you do not need to submit a tax return if your income is under €19,500 - HOWEVER, if you have lived on the island for 17+ years, you must declare interest from your savings regardless of your total income.
In 2023, the procedure is likely to change and everyone will have to submit a tax return, regardless of income level.
All tax returns for individuals/pensioners are submitted online - deadline for 2021 return is 31 July 2022. If you miss the deadline, penalties will be imposed

2 DOUBLE TAXATION TREATY RELIEF WITH THE UK
Below is the current procedure. This can change at any time but hopefully prevent a wasted trip down to the Tax office!
Information regarding claiming double taxation treaty relief Info
To claim a repayment of UK tax and transfer your tax affairs to Cyprus, you need to submit to the relevant Tax office [depending on where you live in Cyprus] the following:
1 Form DT/Individual from HM Revenue - DT form - completed, one original plus one copy
2 Alien card, residency yellow slip - one copy [ensure you include the reverse side also if you have the biometric residency card]
3 Documentary evidence of your pension - P60 [yearly statement] or monthly pay slips per pension - two copies
4 Evidence of your residence in Cyprus - ie rental agreement [duly stamped], purchase contract for house [duly stamped] or title deeds of your house - one copy
All of these need to be placed in an envelope. The envelope then needs to be taken to the Tax Department.
In Paphos this is the large building virtually opposite the Law Courts. Aim for the reception area. If you go in from the front of the building, walk past the reception and turn right - the person who handles the forms is in the 3rd office on the left - but you need to place the envelope in the mailbox near that office.
If you enter the building from the rear where the reception is, turn immediately left and the person who handles the forms is in the 3rd office on the left - please place the envelope in the mailbox near that office.
Expect to wait around 10 working days. You will receive a phone call when the form has been accepted. You will then need to return to the Tax Office, see the lady, collect the form from her [or she may have left it with the cashier opposite - you will be told when you receive the call], hand over your €80 for stamp duty to the cashier and you will then be handed back the form. You may also be asked to go to the cashier, pay your €80 and hand over the receipt for this to the lady in the office - who will then hand you the stamped form for the UK.
You can then post the form off to the UK.
