The Decree of the Minister of Health on the measures that will be in force in September was published in the Government Gazette.
Specifically, as announced yesterday by the Minister after the Council of Ministers, it was decided:
Reopening of academic institutions with physical presence at 2/3 of the capacity of the classrooms, with necessary Demonstration of SafePass by students, academics and other staff.
Initiation of the administration of the 3rd dose of vaccine to people over 65 years of age, to residents of nursing homes, to immunosuppressed people regardless of age, as well as to health professionals, provided that a period of 6 months has elapsed since the completion of their vaccination regimen. All information about the procedure and the date of commencement of vaccinations will be announced in the coming days.
Extension of the remaining existing measures until 22 September.
The decree in full:
The Minister of Health, exercising the powers conferred on him by section 6(a), (b), (c), (d), (e) and (g) of the Infectious Diseases Law, Cap. 260 and which were assigned to him by the Decision of the Council of Ministers dated September 2, 2021, issues the following Decree:
Because, the protection of public health and the health care system are the responsibility of the Republic and due to the imperative need arising from the epidemiological data in order to limit the spread of the COVID-19 coronavirus disease, to protect public health, but also to prevent a possible collapse of the health system from the spread of the virus, taking into account the requirements in human resources and logistical infrastructure that will be necessary to deal with it. the rapid spread of the virus and the need for the necessary measures, and
Because by a Notification published in the Official Gazette of the Republic, upon authorization of the Council of Ministers, the Minister of Health declared as infected local areas with the COVID-19 Coronavirus under article 4 of the Infectious Diseases Law, Cap. 260, the Districts of Nicosia, Limassol, Larnaca, Famagusta and Paphos, and
Since, taking into account that until September 1, 2021, 78.7% received the first dose of the vaccine and 74.3% completed the vaccination regimen, but at the same time, from August 24 to September 1, 2021, 2,110 cases were recorded, while the average number of hospitalized daily ranges between 130 to 150 patients per day and given that during the above period 21 deaths of patients with the final cause of death, COVID-19, were recorded, as well as that the positivity rate of diagnostic tests for the COVID-19 coronavirus disease, ranges between 0.4 and 0.7%, the following Regulations are issued for the Districts of Nicosia, Limassol, Larnaca, Famagusta and Paphos:
1. This Decree shall be referred to as the Infectious Diseases (Determination of Measures to Prevent the Spread of the COVID-19 Coronavirus) Decree (No. 34) of 2021.
2. The Regulations of this Decree enter into force on September 3, 2021 at 20.00 p.m. and their validity expires on September 22, 2021 at 23.59 p.m.
3. Access to parks and linear parks, beaches, squares, dams, excursion sites, marinas, zoos and nature trails is allowed.
4. Mass events, gatherings, demonstrations, parades, concerts, festivals, in public or private places, excluding events, for which guidelines are issued by the Ministry of Health, are prohibited.
5. The total presence of up to 20 persons in a house, including minor children and including persons permanently residing in it, shall be allowed:
Provided that, excluded from the restriction of 20 persons events, which are allowed under the terms of Regulation 9 and in compliance with Regulation 82.
6. The presence of believers during the congregation and/or other forms of religious worship shall be governed by the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the distancing measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 450 persons, subject to the distancing measures set out in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
It is suggested that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the de-sedition measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(c) the responsibility for compliance with the provisions of this Regulation lies with the person or persons who, according to the internal institutional framework of religion and/or creed, are responsible for the specific place of worship.
7. Individual prayer is allowed in churches, mosques and other religious places of worship, except during the hours when a congregation and/or other religious ceremonies are performed and provided that no more than 20 persons are present in total within the place of religious worship:
Provided that, the responsibility for compliance lies with the person(s) who, according to the internal institutional framework of religion and/or creed, are responsible for the specific place of worship.
8. The performance of marriages, baptisms and funerals shall be governed by the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the distancing measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 450 persons, subject to the distancing measures set out in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that, and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative the laboratory test or rapid antigen detection test for COVID-19 disease with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the de-sedition measures laid down in the health protocols, as well as in compliance with Regulation 882, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(c) the responsibility for compliance with the provisions of this Regulation lies with the person or persons who, according to the internal institutional framework of religion and/or creed, are responsible for the specific place of worship and/or the owner and/or manager of the premises in which the ceremony is held.
9. The conduct of events, including weddings and christenings in restaurants, venues for events and receptions, hotels and/or tourist accommodation, nightclubs, nightclubs, nightclubs and music and dance venues, as well as in homes, in compliance with the guidelines of the Ministry of Health, shall be governed by the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the de-sedition measures laid down in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 450 persons, subject to the distancing measures set out in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the de-sedition measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative the laboratory test or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours.
10. (a) For visitors and outpatients in hospitals, clinics, medical and diagnostic centres, persons aged 12 years and over are required to present either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with sampling carried out within 72 hours, or a vaccination certificate for the COVID-19 disease at least with one dose and provided that a period of three weeks has elapsed after date e vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis,
(b) visiting hours in the areas referred to in this Regulation are allowed after approval of the Director of the hospital/centre:
It is not suggested that the visit is exempted from the obligation to carry out an examination in case of urgent and exceptional cases with the approval of the Director of the said premises.
11. (a) For visitors and employees of nursing homes and other closed care and accommodation facilities for the elderly and vulnerable groups, the guidelines of the Ministry of Health and the Deputy Ministry of Social Welfare are followed and it is required for persons 12 years of age or older to present either a negative laboratory test for the COVID-19 disease with sampling having been carried out within 72 hours, either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate, only in cases where the certificate concerns vaccination or recovery from the COVID-19 disease,
(b) for visitors and employees in day care facilities for vulnerable groups, transitional shelters for the homeless, day centers and child protection structures, the guidelines of the Ministry of Health and the Deputy Ministry of Social Welfare are followed and it is required for persons aged 12 years and over, the presentation of either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate.
12. (a) In all state and private hospitals, all scheduled surgeries for non-emergency cases and admissions for patients whose state of health allows them and do not pose a risk or threat to human life shall be postponed:
Provided that, day care clinics, outpatient visits to outpatient clinics and daily hospitalization cases performed in clinics, polyclinics and private hospitals are excluded,
(b) The maximum limit of bed occupancy in private hospitals is set at a rate of 70%, excluding beds in Intensive Care Units for which the maximum limit of bed occupancy is set at a rate of 60%.
13. (a) In public passenger transport, workers as well as passengers aged 12 years and over shall be required to have either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with sampling carried out within 72 hours, or a vaccination certificate for the COVID-19 disease at least at one dose and provided that a period of three weeks has elapsed after the date of vaccination; either a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or of the EU Digital Covid Certificate,
(b) for the movement of persons by regular passenger buses at a fare per passenger, as well as by means of public transport and/or private transport, guidelines are issued by the Ministry of Transport, Communications and Works,
(c) the use of a protective face mask is mandatory by employees and passengers in all means of transport referred to in this Regulation, in compliance with the guidelines of the Ministry of Transport, Communications and Works.
14. The functioning of the Courts and The Registers shall be governed by the guidelines issued by the Supreme Court.
15. Written examinations may be conducted at the request of the competent body, as well as meetings of State Authorities and/or meetings of Authorities and/or Services and/or Bodies and/or Bodies, provided for by the Constitution, in places for which approval is given by the Ministry of Health and in compliance with Regulation 82.
16. (a) The operation of schools of all levels, including special education schools, as well as kindergartens, crèches and kindergartens shall be governed by the health protocols of the Ministries of Health, Education, Culture, Sports and Youth and Labour, Welfare and Social Insurance and in compliance with Regulation 82;
(b) the operation with the physical presence of public and private Higher and Higher Education Institutions is governed by the following conditions:
(i) for the completeness of the teaching rooms of the Institutions up to a maximum of two thirds (2/3) of their capacity, the health protocols of the Ministries of Health and Education, Culture, Sports and Youth are complied with and the presentation of either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with the sampling having been carried out within 72 hours, or a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease, with validity of six months from the date of sampling of their initial positive diagnosis:
(ii) for the completeness of the institutions' classrooms beyond two thirds (2/3) and up to one hundred percent (100%) of their capacity, the health protocols of the Ministries of Health and Education, Culture, Sports and Youth are observed and the presentation of either a vaccination certificate for the COVID-19 disease, or a certificate of recovery from the COVID-19 disease, with a validity of six months from the date of sampling of their initial positive diagnosis, is required:
Provided that, public and private Higher and Higher Education Institutions, regardless of the conditions set forth in this paragraph, may choose to allow access to their classrooms and/or other premises only to persons who present a certificate of vaccination for the COVID-19 disease, or a certificate of recovery from the COVID-19 disease valid for six months.
17. The operation of all private tutoring and private educational centres, including social activities, shall be governed by the guidelines of the Ministries of Health and Education, Culture, Sports and Youth under the following conditions:
(a) depending on the capacity of each room of the premises, as determined by the guidelines of the Ministries of Health and Education, Culture, Sports and Youth, and with a minimum number of physical presence, if the administrator of the school so wishes, the 7 persons, including the instructor,
(b) it is required that, for persons aged 12 years and over, either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease sampled within 72 hours, or a vaccination certificate for the COVID-19 disease at least at one dose and provided that a period of three weeks has elapsed after the date of vaccination; either a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or of the DIGITAL COVID Certificate of the European Union (EU Digital Covid Certificate).
18. Regulation 82 applies to retail businesses and in addition the following conditions apply:
(a) the measure of one person per minimum of 10 sq. m. of useful space is observed,
(b) in large stores over 500 sq.m., which trade a wide range of products, an inspection is carried out by an authorized person of the store at the entrances in order not to exceed the maximum number of physical presence of customers,
(c) measures are taken to signal the distance of at least 2 meters, which must be observed by customers during their service, both inside and outside the premises and to post at the entrances of the premises the maximum number of persons allowed inside the premises, on the basis of the guidelines issued by the Ministries of Health and Labour, Welfare and Social Insurance.
19. Regulation 82 applies to shopping centres and in addition the following conditions apply:
(a) the measure of one person per 10 sq. m. in total is observed in total in the area of the shopping centre and in addition a check is carried out at its entrances by an authorized person of the shopping centre for not exceeding the maximum number of physical presence of customers,
(b) measures are taken to signal the distance of at least 2 meters, which must be observed by customers during their service both inside and outside shopping centres and to post at their entrances the maximum number of persons who may be inside the shopping centre, on the basis of guidelines issued by the Ministry of Health:
It is understood that retail businesses within shopping centres comply by analogy with the provisions of Regulation 18.
20. It is allowed to hold conferences and trade fairs, with an occupancy not exceeding 50% of the capacity of the premises and in compliance with Regulation 82.
21. The operation of gambling and betting businesses is governed by the guidelines of the Ministry of Health and the National Betting Authority, as well as in compliance with Regulation 82.
22. The casinos operate with an occupancy not exceeding 50% of the capacity of the premises, in compliance with the guidelines of the Ministry of Health and it is required to present either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with the sampling having been carried out within 72 hours, or a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed. after the date of vaccination, either a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or of the EU Digital Covid Certificate."
23. The operation of archaeological sites, museums, historical sites, visual arts sites and galleries is governed by the guidelines of the Ministry of Health as well as in compliance with Regulation 82.
24. (i) It is allowed to sell iterated, provided that a relevant iteration license is held by the competent Municipal or Community Authority and in compliance with the guidelines of the Ministry of Health,
(ii) bazaars as well as the holding of popular festivals in the adjacent places of religious worship are allowed, in compliance with the guidelines of the Ministry of Health, provided that permission is obtained by the organizers from the Health Services of the Ministry of Health and provided that all persons aged 12 years and over present either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with the sampling having made within 72 hours, either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the DIGITAL COVID Certificate of the European Union (EU Digital Covid Certificate).
25. The operation of hairdressers, barbershops, beauty salons and tattoo centres is governed by the guidelines of the Ministry of Health and in compliance with Regulation 82.
26. The operation of theatres, amphitheatres, cinemas and theatres shall be governed by the following conditions:
(a) with a maximum number of persons not exceeding 250 persons indoors and 350 persons outdoors, in compliance with the distancing measures set out in the health protocols, as well as in compliance with Regulation 82, or
(b) with a completeness of 75% of the capacity of the premises provided that all persons present either a certificate of vaccination for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease with validity of six months from the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate, only in cases where the certificate concerns vaccination for the covid-19 disease or recovery from the COVID-19 disease:
It is voted that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory test or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours.
27. The operation of playgrounds, amusement parks and theme parks is governed by the guidelines of the Ministry of Health, and in compliance with Regulation 82.
28. Organized group camps are suspended:
It is understood that for the operation of the camping sites, the guidelines of the Ministry of Health are followed.
29. The operation of construction sites and the wider construction sector, as well as businesses of similar activity, is governed by the guidelines of the Ministries of Health and Labour, Welfare and Social Insurance and in compliance with Regulation 82.
30. The operation of hotels and/or tourist accommodation is governed by the guidelines of the Ministry of Health and the Deputy Ministry of Tourism, as well as in compliance with Regulation 82:
Provided that, for the use of indoor and outdoor dining areas and /or events and / or receptions, the provisions of Regulations 9, 31 and 32 are observed by analogy.
31. The operation of catering establishments (restaurants, taverns, cafes, pubs, snack-bars and bars, cafes, restaurants within shopping centres, dining areas within hotels and tourist accommodation, canteens and/or sports clubs, cultural groups, associations, associations, etc.) is governed by the guidelines of the Ministry of Health and under the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the de-sedition measures laid down in the health protocols and in compliance with Regulation 82, or
(ii) the maximum number of persons is 450 persons, subject to the destabilisation measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with a validity of six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the de-sedition measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(c) the public is served exclusively in table seats, in compliance with the guidelines of the Ministry of Health,
(d) the maximum number of persons per table is ten (10) persons.
32. The operation of nightclubs, banquet venues, discotheques, nightclubs and music and dance venues shall be governed by the guidelines of the Ministry of Health and under the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the de-sedition measures laid down in the health protocols and in compliance with Regulation 82, or
(ii) the maximum number of persons is 450 persons, subject to the distancing measures set out in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the de-sedition measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or digital
EU Digital Covid Certificate, only in cases where the certificate concerns vaccination for the covid-19 disease or recovery from the COVID-19 disease:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(c) the public is served exclusively in table seats, in compliance with the guidelines of the Ministry of Health,
(d) the maximum number of persons per table is ten (10) persons.
33. For the places to which access under this Decree requires the presentation of either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease, or a vaccination certificate, or a recovery certificate for the COVID-19 disease, or the EU Digital Covid Certificate, persons who are not permanent residents of the Republic and enter the Republic legally, without holding a certificate of vaccination or recovery from the covid-19 disease:
(a) if they arrive through Larnaka and Paphos airports, they present as proof the Cyprus Flight Card they secure through the www.cyprusflightpass.gov.cy platform and in addition the boarding pass or proof of reservation at the accommodation they are staying in,
(b) if they arrive through the legal points of entry into the Republic by sea, if they are cruise ship passengers, they provide the proof they obtain from the cruise ship as a disembarkation card and if they are passengers of pleasure boats, they provide the proof they obtain from the Operator of the Marina in which they are docked, in compliance with the instructions of the Ministry of Transport, Communications and Works and Deputy Ministry of Shipping,
(c) the expiry of the documents referred to in paragraphs (a) and (b) for persons who do not hold a certificate of vaccination or recovery from the COVID-19 disease shall be seven days after the date of arrival and thereafter those persons shall provide either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease.
34. The ports of the Republic operate for commercial transactions and activities as well as for the service of cruise passengers and services supporting the operation of the ports are allowed for the purposes of supporting the supply chain, in compliance with the guidelines of the Ministry of Transport, Communications and Works.
35. The operation and use of sports facilities, including sports swimming pools, shall be governed by the following conditions:
(a) for training and team sports matches, for the professional championships of teams A, B and C Division and national teams, without the use of locker rooms and similar infrastructure and with the observance of health protocols:
Provided that, on the day of the match, the operation of the changing rooms is allowed,
(b) for training athletes, athletes and conducting individual and team sports competitions, including contact sports, in indoor and outdoor sports facilities, in compliance with the guidelines of the Cyprus Sports Organisation and the Ministry of Health, without the use of changing rooms and similar infrastructure:
Provided that the maximum number of athletes, and sportspeople is determined by guidelines of the Cyprus Sports Organisation and the Ministry of Health:
Provided that, on the day of the match, the operation of the changing rooms is allowed,
(c) for conducting social events, such as marathons, triathlon, etc., with the observance of a health protocol prepared by the organizer and approved by the Ministry of Health,

(d) the operation of indoor sports facilities including gyms, dance schools, as well as schools of other sports, in compliance with the measure of one person per 10 sq. m. and in compliance with the guidelines of the Cyprus Sports Organisation and the Ministry of Health, without the use of changing rooms and similar infrastructure, with the exception of the changing rooms of gyms, the operation of which is governed by guidelines of the Cyprus Sports Organisation,
(e) operation of horse racing meetings, in compliance with the guidelines of the Ministry of Health,
(f) for persons aged 12 years and over who fall under the provisions of paragraphs (b) to (e) of this Regulation and, whether they play sports in indoor sports facilities, or in outdoor sports facilities if they exceed 20 persons, or participate in contact sports, or take part in sporting events (competitions), it is required to present either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease by sampling to has been carried out within 72 hours, either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease, provided that no six months have elapsed since the date of sampling of their initial positive diagnosis. For persons aged 12 to 15 years who play sports in team sports academies, it is required for training purposes to present either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease on a weekly basis, or a vaccination certificate for the COVID-19 disease at least at one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis. For the remaining cases of sports governed by the provisions of paragraphs (b) to (e), it is required to produce either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease on a weekly basis, or a vaccination certificate for the COVID-19 disease at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis:
Provided that, it is acceptable for control purposes to present a Digital COVID Certificate of the European Union (EU Digital Covid Certificate).
36. The presence of spectators in matches held in stadiums and sports facilities, excluding football fields, in compliance with the guidelines of the Ministry of Health and the Cyprus Sports Organisation, is governed by the following conditions:
(a) indoors:
(i) the maximum number of persons is 250 persons, in compliance with the de-sedition measures set out in the health protocols and in compliance with Regulation 82, or
(ii) the maximum number of persons is 350 persons, subject to the de-sedition measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with a validity of six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory examination or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours;
(b) outdoors:
(i) the maximum number of persons is 350 persons, in compliance with the distancing measures set out in the health protocols, as well as in compliance with Regulation 82, or
(ii) the maximum number of persons is 500 persons, subject to the distancing measures laid down in the health protocols, in the case where all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed since the date of vaccination, or a certificate of recovery from the COVID-19 disease with effect from six months from the date of sampling of their initial positive diagnosis, or the Digital COVID Certificate of the European Union (EU Digital Covid Certificate), only in cases where the certificate concerns vaccination for the disease of COVID-19 or recovery from the disease of COVID-19:
Provided that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative the laboratory test or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours.
37. Spectators are allowed to attend football matches, with a occupancy of 75% of the stadium's capacity, provided that all persons present either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial diagnosis. or the EU Digital Covid Certificate, only in cases where the certificate concerns vaccination for the covid-19 disease or recovery from the COVID-19 disease:
It is voted that and provided that the total maximum number of persons is not exceeded, it excludes persons under the age of 12 years, persons aged 12 to 15 years who present a negative laboratory test or rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, as well as persons aged 16 years and over who cannot be vaccinated due to a medical problem who present a relevant medical certificate as well as a negative a laboratory test or rapid antigen detection test for COVID-19 with sampling carried out within 72 hours.
38. Persons entering the reception and accommodation centres for asylum seekers shall present upon entry either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with sampling carried out within 72 hours, or a vaccination certificate for the COVID-19 disease at least one dose and provided that a period of three weeks has elapsed after the date of vaccination; either a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate(19).
39. The operation of Driving Schools is governed by the guidelines of the Ministries of Health and Transport, Communications and Works.
40. The public markets operate at 50% of their capacity and with a distance of 1.5 meters between persons and in compliance with the guidelines of the Ministry of Health, as well as in compliance with Regulation 82.
41. The operation of swimming pools for use by the public is governed by the guidelines of the Ministry of Health, as well as in compliance with Regulation 82.
42. (a) Entry into the Republic from illegal points of entry is prohibited and for this purpose the competent surveillance authorities shall apply the necessary measures, and
(b) a person who arrives and/or enters the territory of the Republic illegally shall remain for 14 days from his/her arrival in places of mandatory isolation designated by the Republic:
Provided that asylum seekers who enter, are placed and/or are obliged to stay in the reception, accommodation and/or detention centers for asylum seekers are placed in places of mandatory isolation for 14 days, before any contact with the already existing residents and the relevant medical protocol is followed, in any case.
43. The operation of the activity of coastal passenger vessels, recreational fishing vessels and divers transport, private vessels and water sports enterprises is governed by the safety and health guidelines issued by the Deputy Ministry of Shipping and for the use of coastal passenger vessels by the public, it is required for persons aged 12 years and over to produce either a negative laboratory test or a rapid antigen detection test for the diseased disease. ia COVID-19 with sampling having been carried out within 72 hours, either a certificate of vaccination for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate.
44. (a) Enterprises which serve the public, as well as the Departments/Services of the state and the wider state sector and local government authorities which serve the public, take measures to signal the distance, at least two meters, which must be observed by the citizens during their service, both inside and outside the premises and the presence in the same area, i.e. in the service area, is not allowed at any time of a number of persons, more than one person per 7 sq. m. and in addition, they must post at the entrances of the premises the maximum allowed number of persons who may be inside the premises, on the basis of the guidelines issued by the Ministries of Health and Labour, Welfare and Social Insurance, and
(b) all businesses that serve the public, as well as all Departments/Services of the state and wider state sector and local government authorities, persons aged 12 years and over are required to produce either a negative laboratory test or a rapid antigen detection test for the COVID-19 disease with sampling having been carried out within 72 hours, or a vaccination certificate for the COVID-19 disease at least at one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, or the EU Digital Covid Certificate.
45. The state and wider state sector, public law organizations and local government authorities operate in the physical presence of all employees and the arrangements of remote work are terminated unless the competent authority decides otherwise or if the provisions of Regulation 46 of this Decree apply.
46. In Services/Departments of the state and wider state sector, Public Law Organizations and Local Government Authorities that serve the public and which, according to the provisions of Regulation 44, the physical presence of all employees is not possible, as well as remote work, the competent authority may grant special leave for reasons of public health:
Provided that the provisions of this Regulation may apply mutatis mutandis to the Services/Departments of the state and wider state sector, Public Law Organizations and Local Government Authorities that do not serve the public where, based on the guidelines of the Ministry of Labour, Welfare and Social Insurance and the Ministry of Health for the management of safety and health issues at work in Coronavirus conditions, the physical presence of all employees is not possible:
It is further understood that for cases where the presence of all employees is not possible, then the employees, in accordance with the instructions of the competent authority, have an obligation to work remotely:
It is also understood that, if employees do not wish to perform duties remotely, they must apply for special leave for reasons of public health, for the period of which these beneficiaries will be compensated with a percentage of 60% of their remuneration by their respective employer.
47. If in any private office and/or enterprise and/or in any service in the public, and/or wider public sector and/or in the Independent Services and/or local government authorities, a case of infection with the COVID-19 disease is detected, they immediately suspend their operation and disinfect their premises before their reopening:
Provided that, all staff is removed until the completion of the disinfection and their reopening. An approved disinfectant is used for disinfection, in accordance with the guidelines of the European Centre for Disease Control and Prevention, which are posted on the website https://www.pio.gov.cy/coronavirus/press/3042020_2.pdf., either by licensed users of biocides, or by the Safety and Health Officer of each company / Service designated under the Safety and Health at Work Laws of 1996 to 2021 and provided that it has received training for this purpose. After disinfection, the area remains closed for at least three (3) hours and then the doors open for about 30 minutes for ventilation, before the entrance of the staff.
48. (a) Without affecting the obligation and individual responsibility of each person to comply with the Regulations provided for in this Decree and the relevant health protocols and/or guidelines issued by the competent authorities, the owner and/or director and/or manager who has under his control the business and/or premises and/or any other place where an economic activity is carried out in relation to goods or services in accordance with the Infectious Diseases Law (Cap. 260), is responsible for the observance of the Regulations provided for in this Decree as well as the appropriate health protocols and/or guidelines issued by the competent authorities, as appropriate,
(b) the owner and/or director and/or manager who has under his control the business and/or premises and/or any other place where an economic activity is carried out in relation to goods or services; who, pursuant to paragraph (a), is responsible for the observance of the Regulations provided for in this Decree, proceeds to the necessary checks for the observance of the measures of this Decree and the health protocols and/or guidelines issued by the competent authorities and for this purpose may assign the inspection in writing to an authorized by the same employee/officer or to a Private Office for the Provision of Security Services and/or a Private Security Guard, as provided for in paragraph (c)(xvi):
Provided that, in the event that a person refuses to provide evidence of either a negative laboratory test or a rapid antigen detection test, either a vaccination certificate for the COVID-19 disease, or a certificate of recovery from the COVID-19 disease, or a Covid-19 Digital Certificate of the European Union, where this is mandatory under the provisions of this Decree, in case of control by the Police and/or any other Competent Authority and/or an authorized officer pursuant to paragraph (c), only the person who refused to comply and not the owner and/or director and/or manager is responsible, provided that it has not been served by the business/premises,
(c) for the purposes of controlling and supervising the implementation of the measures of the Infectious Diseases Law (Cap. 260), as well as of this Decree, in cooperation with the Cyprus Police, officers of the following Ministries and/or Services, as well as the self-employed persons selected by the Ministry of Energy, Commerce and Industry, are authorized by the competent authority, following a tendering procedure for the purchase of services:
(i) Ministry of Finance,
(ii) Ministry of Education, Culture, Sports and Youth,
(iii) Ministry of Labour, Welfare and Social Insurance,
(iv) Ministry of the Interior;
(v) Ministry of Transport, Communications and Works,
(vi) Deputy Ministry of Research, Innovation and Digital Policy,
(vii) Deputy Ministry of Shipping,
(viii) Deputy Ministry of Tourism,
(ix) Health Services of the Department of Medical and Public Health Services of the Ministry of Health,
(x) Department of Agriculture, Department of Forests, Department of Fisheries and Marine Research, Mining Service and Veterinary Services of the Ministry of Agriculture, Rural Development and Environment,

49. The use of a protective face mask is mandatory for all persons twelve years of age or older, indoors where there is more than one person and outdoors where two persons or more are located and/or moving, except in the cases specified by guidelines issued by the Ministry of Health.
50. The entry into the Republic of persons, regardless of nationality, who arrive through Larnaka and Paphos airports from countries of the Green category is allowed, according to the categorization of the countries, based on a risk assessment as announced by the Ministry of Health and passengers must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State.
51. The entry into the Republic of persons, regardless of nationality, who arrive through Larnaka and Paphos airports from countries of the Orange category, according to the categorization of the countries, is allowed, based on a risk assessment as announced by the Ministry of Health under the following conditions:
(a) For the purposes of entering the Republic, the following are exempted from the obligation to carry out a laboratory test for the COVID-19 disease, as well as from the obligation for self-isolation or mandatory restriction:
(i) passengers holding a certificate of integrated vaccination scheme from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain; of the United States of America, Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca - Covishield and AstraZeneca - SKBio provided that the number of days determined by the Ministry of Health between the administration of the last dose and the date of travel:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) passengers holding a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis;
(b) if the provisions of paragraph (a) are not met, passengers must hold a certificate of laboratory examination for the COVID-19 disease from a certified laboratory with a negative indication, with the sampling having been carried out within 72 hours prior to their departure,
(c) Cypriot citizens, their foreign spouses and their minor children, as well as legally residing in the Republic, if the provisions of paragraph (a) are not met and provided that they meet one of the following conditions:
(i) are passengers who have received at least the first dose of vaccines accepted by the Republic, or
(ii) are passengers between the ages of 16 and 18 who have received at least the first dose of vaccines accepted by the Republic, or
(iii) are underage passengers aged between 12 and 15 years, or
(iv) are passengers who for medical reasons cannot be vaccinated, upon presentation of a relevant certificate by the Ministry of Health of the Republic,
and if they do not hold a certificate of laboratory examination for the COVID-19 disease from a certified laboratory with a negative indication with the sampling having taken place within 72 hours prior to their departure, they carry out the laboratory test for the COVID-19 disease immediately after their arrival in the Republic, and remain in a regime of mandatory self-isolation until the result of the test is issued, the cost of which is covered by those persons,
(d) persons falling under the provisions of this Regulation must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State,
(e) for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed, in compliance with the provisions of Regulation 79.
52. The entry into the Republic of persons, regardless of nationality, who arrive through Larnaka and Paphos airports from countries of category Red, according to the categorization of countries, is allowed, based on a risk assessment as announced by the Ministry of Health under the following conditions:
(a) For the purposes of entering the Republic, the following are exempted from the obligation to carry out a laboratory test for the COVID-19 disease, as well as from the obligation for self-isolation or mandatory restriction:
(i) passengers holding a certificate of integrated vaccination scheme from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain; of the United States of America, Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca - Covishield and AstraZeneca - SKBio , provided that the number of days determined by the Ministry of Health between the administration of the last dose and the date of travel:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) passengers holding a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis;
(b) if the provisions of paragraph (a) are not met:
(i) passengers must hold a laboratory test certificate for the COVID-19 disease from a certified laboratory with a negative indication, with sampling having been carried out within 72 hours prior to their departure,
(ii) are obliged to carry out laboratory tests for the COVID-19 disease and immediately after their arrival in the Republic, the cost of which is covered by the said persons and remain in a regime of mandatory self-isolation until the result is issued, and
(c) Cypriot citizens, their foreign spouses and their minor children, as well as legally residing in the Republic, if the provisions of paragraph (a) are not met and provided that they meet one of the following conditions:
(i) are passengers who have received at least the first dose of vaccines accepted by the Republic, or
(ii) are passengers between the ages of 16 and 18 who have received at least the first dose of vaccines accepted by the Republic, or
(iii) are underage passengers aged between 12 and 15 years, or
(iv) are passengers who, proven for medical reasons, cannot be vaccinated, upon presentation of a relevant medical certificate by the Ministry of Health of the Republic, cannot be vaccinated,
and if they do not hold a certificate of laboratory examination for the COVID-19 disease from a certified laboratory with a negative indication with sampling having taken place within 72 hours prior to their departure, they shall carry out the laboratory test for the COVID-19 disease immediately after their arrival in the Republic, the cost of which is covered by the said persons, remain in a regime of mandatory self-isolation for 72 hours after their arrival and carry out a new laboratory test for the COVID-19 disease, the cost of which is covered by these persons and if the result of the test is negative, their self-isolation is terminated, in compliance with the guidelines of the Ministry of Health and the Ministry of Transport, Communications and Works,
(d) persons falling under the provisions of this Regulation must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State,
(e) for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed, in compliance with the provisions of Regulation 79.
53. (a) The entry into the Republic of persons arriving through Larnaka and Paphos airports from countries of the "Grey" category, according to the categorization of countries, based on the risk assessment, as announced by the Ministry of Health, is allowed only to the following categories of persons:
(i) Cypriot citizens and members of their family (their foreign spouses and their minor children),
(ii) European citizens, citizens of the European Economic Area (Iceland, Liechtenstein, Norway) and Switzerland;
(iii) legally residing in the Republic,
(iv) persons entitled to enter the Republic in accordance with the Vienna Convention;
(v) persons of third-country nationality who are entitled to enter the Republic, provided that they hold an authorisation for a special permit to enter the Republic, which is granted upon application to the Committee, which was appointed by the Council of Ministers at its Meeting of 17 June 2020,
(b) for the purposes of entry into the Republic of the persons referred to in paragraph (a) are exempted from the obligation to carry out a laboratory test for the COVID-19 disease, as well as from an obligation for self-isolation or mandatory restriction:
(i) passengers holding a certificate of integrated vaccination scheme from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain; of the United States of America, Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovak, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days determined by the Ministry of Health between the administration of the last dose and the date of travel:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) passengers holding a certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis;
(c) if the provisions of paragraph (b) are not met, passengers must hold a laboratory test certificate for the COVID-19 disease from a certified laboratory with a negative indication, with sampling having taken place within 72 hours prior to their departure,
(d) Cypriot citizens, their foreign spouses and their minor children, as well as legally residing in the Republic, if the provisions of paragraph (b) are not met and provided that they meet one of the following conditions:
(i) are passengers who have carried out at least the first dose of vaccines accepted by the Republic of Cyprus, or
(ii) are passengers between the ages of 16 and 18 who have received at least the first dose of vaccines accepted by the Republic, or
(iii) are underage passengers aged between 12 and 15 years, or
(iv) are passengers who for medical reasons cannot be vaccinated, upon presentation of a relevant certificate by the Ministry of Health of the Republic,
and if they do not hold a certificate of laboratory examination for the COVID-19 disease from a certified laboratory with a negative indication with sampling having taken place within 72 hours prior to their departure, they shall carry out the laboratory test for the COVID-19 disease immediately after their arrival in the Republic, the cost of which is covered by the said persons,
(e) all persons falling under the provisions of paragraphs (c) and (d) remain in a regime of mandatory self-isolation and either undergo a laboratory test for the COVID-19 disease on the seventh day of self-isolation at their own expense and the self-isolation is terminated provided that the result of the test is negative, or are released on the fourteenth day of self-isolation, provided that they are not positive for the covid-19 disease, in accordance with the guidelines of the Ministry of Health,
(f) persons arriving in the Republic from countries belonging to the category "Grey", for the purposes of implementing public projects or for other professional obligations, following the approval of the Committee, which was appointed by the Council of Ministers, at its Meeting dated June 17, 2020, with the exception of persons falling under the provisions of Regulation 53(a)(i) to (iv); and whose period of residence in the Republic does not exceed 4 days and provided that they do not fall under the provisions of paragraph (b):
(i) either present a negative laboratory test certificate for the COVID-19 disease from a certified laboratory with a negative indication, with sampling carried out within 72 hours prior to departure,
(ii) either carry out the laboratory test immediately after their arrival in the Republic, the cost of which is covered by the persons concerned and remain in a regime of mandatory self-isolation until the result is issued, and
(iii) they must undergo daily rapid antigen detection tests for the COVID-19 disease until the day of their departure, possess the proof of the test for control purposes as well as take precautions and self-protection measures in the place where they live,
(g) for persons who are diagnosed positive to the covid-19 disease, the medical protocol of the Ministry of Health is followed, in compliance with the provisions of Regulation 79,
(h) all persons must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State.
54. The entry and/or departure from the Republic of persons who are members of crews of merchant vessels or members of crews on platforms carrying out exploratory drilling within exclusive economic zones of States with which the Republic established diplomatic relations, or members of cruise ship crews or crew members of pleasure craft, who either dock in the ports of the Republic, or arrive on commercial or other flights, from countries of the category "Grey", according to the categorization of countries, on the basis of the risk assessment, as revised by the Ministry of Health, is allowed under the following conditions:
(a) Those persons shall be placed in self-isolation 14 days before their arrival;
(b) undergo a laboratory test for the COVID-19 disease, before their arrival, which is negative and present relevant evidence or if this is not possible upon arrival and if the test is positive, they remain in a state of mandatory isolation and the medical protocol of the Ministry of Health is followed,
(c) the company in which they work and/or the agent, who has undertaken the change of crew, undertakes the transport of the crew directly from the ship to the airport and the transport of crews arriving by air from the airport to the port of departure, under strict protection measures. If there is no synchronisation between the arrival of the ship and the arrival of the flight, or if the results of laboratory tests are pending, the company and/or the agent shall make arrangements for the crew to stay in designated accommodation, in isolation, until the arrival of the flight or ship. Where possible, the disembarkation crew shall remain on board until the date of the flight:
Provided that, for persons who are already working as crew members on vessels docked in Cypriot ports and which will depart from the Republic, this paragraph shall apply to them,
(d) persons falling under the provisions of this Regulation are exempted from the obligation to carry out laboratory testing for the COVID-19 disease, as well as from an obligation for self-isolation or mandatory restriction, if:
(i) hold a certificate of integrated vaccination regimen from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain, the United States of America; Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days specified by the Ministry of Health between the administration of the last dose and the date of travel has elapsed, provided that the number of days specified by the Ministry of Health has elapsed after the completion of the required doses:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) hold a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis.
55. Seafarers and crew members of vessels arriving on board vessels docked in the ports of the Republic may enter and remain in the Republic under the following conditions:
(a) For vessels arriving in the Republic from countries of category "Green" and provided that they have not docked during the previous 14 days in a country that does not belong to this category, there is no need to conduct a laboratory test for the COVID-19 disease for seafarers and crew members,
(b) for vessels arriving in the Republic from countries of categories "Orange" and "Red", and provided that they have not approached in the previous 14 days, a port from a country belonging to the category "Grey", according to the classification, seafarers and crew members present a negative laboratory test certificate for the COVID-19 disease, valid 72 hours before the departure of the vessel and these persons are subject to a laboratory test at the site; docking and remain on board until the result is issued,
(c) for vessels arriving in the Republic from countries arriving in the Republic from countries of the "Grey" category, seafarers and crew members shall:
(i) they must have completed 14 days in self-isolation and have completed a specific form issued by the Ministry of Transport, Communications and Works, as part of the protocol for the change of crews,
(ii) they must undergo a laboratory test for the COVID-19 disease upon disembarkation from the vessel,
(iii) until the result of the examination is issued, such persons shall remain on board or in places of mandatory isolation;
(d) for the conduct of laboratory tests, the transfer procedure and the restriction, until the results of the examination are issued, of the persons concerned, the procedures provided for in Regulation 54 shall be followed, mutatis mutandis,
(e) persons who fall under the provisions of this Regulation are exempted from the obligation to carry out laboratory tests for the COVID-19 disease, as well as from an obligation for self-isolation or mandatory restriction if:
(i) hold a certificate of integrated vaccination regimen from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain, the United States of America; Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days specified by the Ministry of Health between the last dose and the date of travel has elapsed, provided that the number of days specified by the Ministry of Health has elapsed after the completion of the required doses:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) hold a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis;
(f) persons falling under the provisions of this Regulation must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State,
(g) for persons who are diagnosed positive to the covid-19 disease, the medical protocol of the Ministry of Health is followed, in compliance with the provisions of Regulation 79.
56. For persons who legally enter the Republic through legal points of entry by sea, from countries that are categorized into the categories "Green", "Orange", "Red" and "Grey", according to the categorization of countries based on the risk assessment, as announced by the Ministry of Health, the following applies for the purposes of entry into the Republic:
(a) For yacht occupants:
(i) from countries of category "Green", no laboratory test is required for the COVID-19 disease before their arrival and must comply with the possibility of conducting a rapid sample test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State,
(ii) from countries of category "Orange" the occupants present a negative laboratory test for the COVID-19 disease, with sampling having been carried out within 72 hours prior to the departure of the vessel or such persons are subjected to a laboratory examination at the berth and remain in a regime of mandatory self-isolation until the result is issued;
(iii) from countries of category "Red", the occupants present a negative laboratory test for the COVID-19 disease with sampling having been carried out within 72 hours prior to the departure of the vessel and in addition to these persons a laboratory test for the COVID-19 disease is carried out at the berthing area and remain in a regime of mandatory self-isolation on board until the result is issued;
(iv) from countries of the category "Grey" and which during the previous 14 days from their arrival, have not docked in any port or have docked only in ports of countries belonging to the categories "Green", "Orange" and "Red", the passengers must, prior to their arrival in the Republic, obtain approval from the Committee appointed by the Council of Ministers at the Meeting of the date of June 17, 2020, with the exception of persons who fall under the provisions of Regulation 53(a)(i) to (iv) and the occupants are subjected to a laboratory test for covid-19 upon their arrival at the berth and remain on board in a regime of mandatory self-isolation, until the result is issued:
It is understood that, for recreational craft arriving from countries of category "Grey" and for which the time elapsing between their departure from a country of category "Grey" until its arrival in the Republic is less than 14 days, the occupants remain in mandatory self-isolation on board for as many days as necessary to complete the total number of 14 days, either undergo a laboratory test for the COVID-19 disease on the seventh day of self-isolation at their own expense and the self-isolation is terminated, provided that the result of the test is negative,
(v) for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed,
(b) in compliance with the guidelines of the Ministry of Transport, Communications and Works, cruise ship passengers entering the Republic for a short visit not exceeding 24 hours:
(i) present a negative rapid antigen detection test for the COVID-19 disease, with sampling carried out within 24 hours prior to their disembarkation from the ship, the cost of which is not borne by the Republic,
(ii) they must comply with the possibility of conducting a random sample test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State and for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed,
(iii) whose cruise is completed in the Republic and departs directly from the Republic, are not obliged upon disembarkation from the ship to present a negative rapid antigen detection test,
(c) subject to the guidelines of the Ministry of Transport, Communications and Works, cruise ship passengers for cruises starting from or ending at the ports of the Republic and who remain in the Republic beyond 24 hours upon their arrival in the Republic:
(i) where the cruise destinations are only countries belonging to the category "Green", passengers are exempted from the obligation to carry out a laboratory test or a rapid antigen detection test for the COVID-19 disease;
(ii) where the cruise destinations include countries belonging to the category "Orange", passengers upon disembarkation from the ship carry out a laboratory test for the COVID-19 disease within the port area, the cost of which is borne by the passenger and remain in mandatory self-isolation until the result is issued;
(iii) where the cruise destinations include countries belonging to the category "Red", passengers upon disembarkation from the ship carry out a laboratory test for the COVID-19 disease, within the port area and remain for 72 hours after their arrival in a regime of mandatory restriction in hotels and /or tourist accommodations with which the State has contracted and additionally carry out a new laboratory test for the COVID-19 disease, after more than 72 hours:
Provided that the cost of laboratory tests is covered by these passengers,
(iv) they must comply with the possibility of conducting a random sample test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State and for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed,
(d) persons falling under the provisions of this Regulation are exempted from the obligation to carry out laboratory tests for the COVID-19 disease, as well as from an obligation for self-isolation or mandatory restriction if:
(i) hold a certificate of integrated vaccination regimen from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain, the United States of America; Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days specified by the Ministry of Health between the administration of the last dose and the date of travel has elapsed, provided that the number of days specified by the Ministry of Health has elapsed after the completion of the required doses:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) hold a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis:
Provided that, they must comply with the possibility of conducting a random sampling test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State and for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed,
(iii) depart immediately from the Republic, after disembarkation from the ship.
(e) entities and persons operating in the ports of the Republic, including carriers, passengers and personnel, who enter and move within the ports of the Republic, comply with the Health Protocol of the ports of the Republic, as well as the guidelines of the Ministry of Transport, Communications and Works and the Ministry of Health and Regulation 82;
(f) shipping companies, shipping agents and ship crews comply with the Health Protocol of the ports of the Republic as well as the guidelines issued by the Ministry of Transport, Communications and Works and the Ministry of Health, as amended from time to time, regarding the procedures applied in the ports of the Republic for the purposes of limiting the spread of the COVID-19 disease and Regulation 82, and
(g) the administrators of the legal points of entry by sea, ensure compliance with the provisions of this Regulation and Regulation 82.
57. The entry into the Republic of persons from countries falling under the category "Grey", as announced by the Ministry of Health, who obtain in advance permission to work in the Republic and / or in advance permission for any other purpose of entry into the Republic by the competent Ministries and Departments and after approval by the Committee, which was defined by the Decision of the Council of Ministers, dated June 17, 2020, is allowed to enter the Republic, under the following conditions:
(a) The granting of the special entry permit is based on the order of submission of the relevant application, which is registered in an electronic register, which is kept by the Ministry of Interior,
(b) those persons present a negative laboratory test certificate for the COVID-19 disease from a certified laboratory with a negative indication with sampling carried out within 72 hours prior to departure;
(c) employers prepay the cost of accommodation of the above persons for their mandatory restriction in hotels and / or tourist accommodations with which the Deputy Ministry of Tourism has contracted and the cost of conducting two laboratory tests for the COVID-19 disease (one test upon their arrival and repeat test on the seventh day of the mandatory restriction) and the mandatory restriction is terminated provided that the result of the laboratory test is negative:
Provided that the total resulting costs paid in advance by employers are determined by the Council of Ministers,
(d) employees who fall under the provisions of this Regulation personally cover the cost of their transportation to the said tourist accommodation, and
(e) persons who fall under the provisions of this Regulation are exempted from the obligation to carry out laboratory tests for the COVID-19 disease, as well as from an obligation for self-isolation or mandatory restriction if:
(i) hold a certificate of integrated vaccination regimen from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain, the United States of America; Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, and Sinovac, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days specified by the Ministry of Health between the administration of the last dose and the date of travel has elapsed after the completion of the required doses:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) hold a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis:
Provided that, they must comply with the possibility of conducting a random sample test for the COVID-19 disease upon their arrival in the Republic, the cost of which is covered by the State and for persons who are diagnosed positive to the COVID-19 disease, the medical protocol of the Ministry of Health is followed.
58. (a) For the purposes of entry into the Republic persons who are entitled to enter the Republic, in accordance with the Vienna Convention and arrive in the Republic from countries other than the category "Green", either proceed to a laboratory test for the COVID-19 disease, with a negative indication, with validity 72 hours before their departure, or carry out the laboratory test upon their arrival in the Republic and remain in a place designated until the issue of the COVID-19 disease, with a negative indication, with effect from 72 hours prior to their departure, or carry out the laboratory test upon their arrival in the Republic and remain in a place designated until the issue of the covid-19 disease. the result,
(b) persons falling under the provisions of this Regulation are exempted from the obligation to carry out laboratory tests for the COVID-19 disease if:
(i) hold a certificate of integrated vaccination regimen from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, Israel, the United Kingdom, Russia, the United Arab Emirates, Saudi Arabia, Ukraine, Jordan, Lebanon, Egypt, Belarus, Serbia, Qatar, Bahrain, the United States of America; Armenia, Georgia, Canada, China (including Hong Kong and Macau) and Kuwait, either with a vaccine approved by the European Medicines Agency, or with the vaccines Sputnik V, Sinopharm, Sinovac, AstraZeneca – Covishield and AstraZeneca – SKBio, provided that the number of days specified by the Ministry of Health between the administration of the last dose and the date of travel has elapsed after the completion of the required doses:
Provided that certificates of integrated vaccination regimen by the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland are accepted only in digital form (EU Digital Covid Certificate),
(ii) hold a digital certificate of recovery from the COVID-19 disease in the form of the EU Digital Covid Certificate from the competent authorities of the Member States of the European Union, the States of the European Economic Area and Switzerland, with a validity period of six months from the date of sampling of the positive diagnosis.
59. (a) All persons, regardless of their country of departure, who are travelling by air to the Republic of this Decree, shall electronically fill in, within 48 hours, before the start of their journey to the Republic, all the information, data and statements required, in accordance with the procedures provided for on the platform www.cyprusflightpass.gov.cy and hold the CyprusFlightPass before boarding the aircraft and upon arrival. them in the Republic,

(b) regardless of the provisions of paragraph (a), in case of a technical problem or maintenance of the platform www.cyprusflightpass.gov.cy, officially announced by the Department of Civil Aviation, the passenger may manually fill in the form,
(c) passengers who arrive in the Republic without holding the CyprusFlightPass, electronically or the document completed manually only in the event that the reasons mentioned in paragraph (b) are present, commit an offence, and the Extrajudicial Regulation of Offences Laws of 1997 to (No. 6) of 2020 apply in their case, which provide for an extrajudicial fine of 300 euros, unless passengers do not enter the Republic and return to their original country of departure;
(d) passengers who arrive in the Republic without having in possession of the CyprusFlightPass are subject to an extrajudicial fine of 300 euros and carry out a laboratory test for the COVID-19 disease at the respective airport of the Republic, paying the corresponding fee for the examination and self-limit themselves until the results are issued,
(e) notwithstanding the provisions of paragraphs (a) to (d) of this Regulation, the coordinators of the mission of sports teams travelling on charter flights to conduct matches for European and international championships, are required to present a list of all the names of the mission stating the date and result of the laboratory test for the COVID-19 disease; and
(f) referees and Assistant Referees who referees in European and /or international championships, as well as observers in European and/or international championships, travelling to and from the Republic, based on guidelines of the Ministry of Health.
60. (a) Asylum seekers who for the first time enter and/or are placed and/or are obliged to stay in reception, accommodation and/or detention centres for asylum seekers, shall be subjected to a laboratory test for the COVID-19 disease before entering these centres, and
(b) testing for the COVID-19 disease, carried out and/or repeated on any asylum seeker who is within the accommodation and/or detention centre, whenever deemed necessary by the person in charge of that centre.
61. (a) All newcomers, before being admitted to any detention centres and/or prisons, shall be subjected to a laboratory test for the COVID-19 disease, with the exception of detainees who hold either a vaccination certificate for the COVID-19 disease with at least one dose and provided that a period of three weeks has elapsed after the date of vaccination, or a certificate of recovery from the COVID-19 disease and provided that no six months have elapsed since the date of sampling of their initial positive diagnosis, and
(b) a test for the COVID-19 disease, is carried out and/or repeated on any prisoner, whenever deemed necessary by the Director of the Department of Prisons and/or Head of Detention Facilities and/or Chief of Police and/or other person in charge of the detention facilities.
62. (a) The entities and persons operating at the airports of the Republic, including passengers and personnel, who enter and move within the airports of the Republic, comply with the Health Protocol of the airports of the Republic, as well as the guidelines and measures issued by the Minister of Transport, Communications and Works and the Minister of Health, as amended from time to time, for the purpose of limiting the spread of the COVID-19 disease in the Republic. The Airport Manager of the Republic has the responsibility to ensure their uniform application by all those operating and moving at the airports of the Republic,
(b) airlines comply with the Health Protocol of the airports of the Republic as well as the guidelines and measures issued by the Minister of Transport, Communications and Works and the Minister of Health, as amended from time to time, with regard to the procedures applied at the airports of the Republic, for the purposes of limiting the spread of the COVID-19 disease, and
(c) companies are prohibited from boarding passengers who have not secured the CyprusFlightPass electronically on their flights to the Republic, unless the reasons set out in Regulation 59(b) apply.
63. Persons who are subject to a compulsory restriction and a self-restraint regime are obliged to:
(a) They remain within the place where they are staying, unless they receive instructions from the attending physician or authorized public health officer to go to a Medical Center,
(b) maintain a distance of at least two metres from other persons, and
(c) do not accept home visits within the place where they reside:
Provided that, these persons are obliged to comply with instructions of the Ministry of Health, which are issued from time to time and which are notified and/or published in relation to the mandatory restriction procedure and/or the self-isolation regime.
64. (a) It is forbidden for any person to enter places of mandatory restriction, without the permission of the Minister of Health, or an authorized officer of the Ministry of Health, and
(b) any person without the permission of the Minister of Health or an authorized officer of the Ministry of Health is prohibited from approaching at a distance of less than two meters a person who is either a confirmed case of the COVID-19 disease, or is in a regime of mandatory restriction, or is in a state of self-isolation.
65. (1) Subject to the laws of the Republic in force from time to time, which provide otherwise, persons who are in places of mandatory isolation established in the Republic and/or in a state of self-isolation, may, through a telephone interview with any doctor, request the issuance of a repeat prescription for medicinal products for the treatment of chronic diseases from which they suffer, provided that:
(a) Take pharmaceutical products for the treatment of a chronic disease that is not related to the onset of symptoms of infection of the COVID-19 disease,
(b) the stock of medicinal products in their possession has been exhausted or is insufficient to treat them for the duration of time that they will be in places of mandatory isolation and/or self-isolation, and
(c) are unable for any reason to contact by phone their personal doctor or specialist doctor for the issuance of a repeat prescription and/or have not registered with a personal doctor who is contracted with the Health Insurance Organisation (HIO) and/or are not eligible to receive services through the General Health System (GHS).
(2) The doctors with whom these persons communicate by telephone are obliged to:
(a) Receive the most complete medical history of the person communicating with them under the circumstances,
(b) issue the prescription with the medicinal products required, the relevant instructions for taking and the necessary quantities of medicinal products throughout the period during which the person who has applied is in a compulsory place of isolation and/or in a state of self-isolation, provided that they consider that the history received is sufficient and satisfactory;
(c) in case they are contracted with the HIO and the persons who are in mandatory isolation areas and/or in a self-isolation regime are entitled to receive services through the GHS, they must register the prescription in the relevant software system so that it can be retrieved from the pharmacy that performs it and supplies the said medicinal products to a person acting on behalf of the person who is in mandatory isolation areas and/or in self-isolation,
(d) in case they are not contracted with the HIO or the persons who are in mandatory isolation areas and/or in a self-isolation regime are not entitled to receive services through the GHS, they must issue a handwritten prescription and make the appropriate arrangements so that the prescription is received by a person acting on behalf of the person who is in quarantine for the purpose of its execution by a pharmacy, and
(e) within a reasonable period of time, inform the attending physician who issued the initial prescription accordingly:

on Narcotic Drugs and Psychotropic Substances Law or specified in the Second Table, Third Table or Fourth Table of Narcotic Drugs and Psychotropic Substances Regulations provided that the provisions of Regulation 11 of the regulations in question are complied with.
66. (a) All doctors who are registered in the Medical Register at the time of the entry into force of this Decree shall be placed under the instructions of the Minister of Health and perform the duties assigned to them,
(b) all nurses who are registered in the Register of Nurses at the time of the entry into force of this Decree are placed under the instructions of the Minister of Health and perform the duties assigned to them,
(c) the names of the doctors and nurses who will receive instructions are posted on a board on the website of the Ministry of Health (www.moh.gov.cy) and/or are informed in another way decided by the Minister of Health, and
(d) the persons who will receive instructions are presented at a time specified in the table and/or when they are informed, which is not less than 24 hours from the time of publication of the table and/or information and at a place determined on a case-by-case basis for the performance of the tasks assigned to them.
67. The Minister of Health may utilize graduates of Medical Schools of four or six years' cycle from Cypriot Universities, as well as graduates of Nursing Schools, if and when he deems it necessary.
68. The Ministry of Health may designate public or private places, where there is an increased gathering, to carry out random checks for the COVID-19 disease.
