The Independent Civil Servants' Guild of Cyprus (ASDYK) appeals to the Parliament as, as soon as possible and away from party purposes, to promote the passage of the bills for the reform of the Public Service.
Commenting on a communication from the Public Service Commission (EDY), that 97% of all civil servants, who were assessed by their supervisors, were judged to be excellent, referring to data relating to 2019, the ASDYK states that the "vertically identical communication of the EDY, for the excellent of the best in the State, evolves into the shortest anecdote and reaches the limits of the scandalous farce , causing anger."
"It is reasonable to ask whether the vast majority of employees are excellent, then why are these performances not reflected in the service of the citizen, who often suffers most in the handling of his case" he wonders.
The ASDYK considers that the majority of civil servants have enviable academic competence and know-how, but the civil servant, the responsible and diligent, "now disappointed by the levelling assessment, avoids taking initiatives and behaves responsibly and is fully aligned with the strict spirit and letter of the legislation".
The ASDYK reiterates "that the existing distorted evaluation system has been paid off, acts as a brake and creates disincentives for friendly and efficient workers" and advocates the 360-degree evaluation, the supervisor's assessment of the existing one and vice versa.
"The State is lagging behind with the reform of the State and we expect that, even now, it will act. The ASDYK appeals to the House as soon as possible and away from partisan purposes, to promote the passage of the bills for the reform of the Public Service" concludes.
