In 2027, the Ministry of Finance wants the new recruitment system to be implemented in the public sector, but the Public Service Commission (EDY) recommends that it be implemented in 2028.
The director of the Department of Public Administration and Personnel (PSD) Elena Azina, speaking before the parliamentary Committee on Finance, said that the Ministry of Finance wants the new system to be implemented immediately in 2027.
A spokesman for the EDY, expressed doubts about the Ministry of Finance's target for 2027, pointing out that it should be implemented in 2028. As stated by the EDY, the changes in the computerized system of the EDY are the main reason why the new system cannot be implemented immediately.
In fact, in a previous session, it was reported by the EDY that it will take 12 to 18 months for the changes in the computerized system.
The chairwoman of the Finance Committee and DIKO MP, Christiana Erotokritou, expressed her regret that instead of accelerating the procedures in Cyprus, they are slowing down. In fact, he called on the Ministry of Finance and the National Public Service to meet to find a common formula for the implementation of the new system.
AKEL MP Andreas Pasiourtidis noted that, if the bill does not proceed in time, the next exams may have to be held, based on the existing legislation, with the new system being implemented at a later time.
On behalf of the TEDP, it was stated that if the new recruitment and examination system is not implemented in 2027, the lists of positions that will open in the public sector are ready and if necessary they will be sent to the Parliament.
Under the existing law, the lists of positions are submitted to the Parliament four months before the examinations are held. Therefore, in case a formula is not found for the implementation of the new system in 2027, the written government exams will have to be held before the end of the year.
With the three bills being discussed in Parliament, the written exams will take place in the last four months of each year. Candidates will be informed at least two months in advance of the date and place of the examination, as well as of the syllabus to be examined. After the submission of the applications, they will also state the order of their preference for the positions they wish to claim.
