The Department of Environment is waiting for the submission of a master plan and the Special Ecological Assessment Study for all the individual projects of the development in Trozena, in order to enable a comprehensive and cumulative assessment of the impact on the environment.
Despite the fact that the area falls within the Special Protection Area (SPA) "Ha Potami" of the Natura 2000 network, it is found that extensive works have been carried out without the required environmental and urban planning approvals. During the examination, it became clear that the development includes other projects for which no applications were submitted to the Department of Environment.
According to data from the Department of Environment, between the years 2023 and 2025, six separate applications were submitted for the licensing of individual projects in the community, in the context of granting a planning and building permit. Among other things, the applications include:
• Creation of a private parking space with fencing • Cafe • Detached house with office and gym • Winery with additions and modifications to existing buildings • Metal fencing and construction of dry stone walls • Creation of a nature trail.
However, during the evaluation of the Special Ecological Assessment Study (SAEA) it was found that the project includes additional constructions for which no application had been submitted. In addition, it was found that some sub-projects, such as a restaurant/café and reception area, have already been completed, while in others the constructions are at an advanced stage, before the necessary permits are granted.
At the same time, in most cases, the interventions concern soil levelling and clearing of low vegetation within the Natura 2000 protected zone, without the legal environmental impact assessment process being preceded.
Therefore, in order to be able to complete the examination of the projects, the submission of an Environmental Impact Assessment Study (EIA) for the Master Plan of the entire development was requested, as well as an update of the MEOA to cover all the individual projects, in order to assess the effects on the environment and the SPA as a whole and cumulatively.
