OVER 570 STATE PLOTS TO FAMILIES WITH 25% OF THE MARKET VALUE - THE BASIC PROVISIONS, BENEFICIARIES AND CRITERIA OF THE NEW PLAN - Filenews 20/9
More than 570 unsold state plots will be made available to families in the coming period, as part of a new plan by the Ministry of the Interior, with the concession price set at 25% of their market value.
As announced by the Ministry of Interior, "access to affordable housing is a basic condition for social cohesion and the well-being of citizens. In this direction, the Government is implementing a series of housing measures, with the aim of creating more, better quality and more affordable housing options for citizens."
In this context, the Ministry of Interior is proceeding with the implementation of the new Plan for the Allocation of Plots to Families on the basis of income criteria, in communities, throughout Cyprus.
The plots will be available at 25% of their market value, creating a substantial opportunity for young and low- or middle-income families to acquire land and build their own home for owner-occupancy purposes.
In the immediate future, more than 570 existing unallocated state plots, which resulted from previous divisions, will be made available to beneficiaries in all Districts. At the same time, the Plan provides for the creation of new plots through the division of state land into communities that will express interest in participating in the Plan.
In a videotaped statement, the Minister of Interior, Mr. Konstantinos Ioannou, points out that, through the Plan, the Government aims to expand housing options, while utilizing the available state land for the benefit of society and especially young families. According to Mr. Ioannou, the Plan has a dual goal, since, on the one hand, it supports families who face difficulties in acquiring their own home and, on the other hand, it contributes to the strengthening and revitalization of rural communities, especially mountainous, remote and disadvantaged areas.
Basic provisions of the Plan:
- -The plots are available at 25% of their market value.
- -The Plan applies only to communities, in all Districts, including the 63 communities that have joined Municipalities.
- -Beneficiaries of the Scheme are Cypriot citizens, who are couples with or without children and single-parent families.
- -At least one of the two members of the couple has not reached the age of 45 at the time of submission of the application.
- -At least one member of the couple must be a permanent resident of the community where the plots are located or of a neighbouring community at a distance equal to or less than 15 km.
- -The annual gross family income must not exceed the specified limits, as follows:
- -Couple or single-parent family: up to €45,000
- -Family of 3: up to €50,000
- -Family of 4: up to €55,000
- -Family of 5 people or more: up to €65,000
- The concession of the plots will be made on a first-come, first-served basis, as follows:
- -Indigenous people of the community who reside permanently in it
- -Displaced persons permanently residing in the community
- -Domestic expatriates wishing to return to the community
- -Repatriates or expatriates abroad who meet the special conditions
- -Permanent residents of neighbouring communities, at a distance equal to or less than 15 km from the boundaries of the Community in which the plots are located
- -In the event of a tie, priority will be given in order to large families, non-large families, single-parent families and couples.
- The beneficiaries are obliged to complete the construction of the residence within three years from the signing of the relevant State Land Concession Agreement.
- The transfer of the plot before the completion of the residence is not allowed, while the sale/alienation of the residence is not allowed before the lapse of five years from the date of its completion.
Process of new divisions into communities expressing interest:
In relation to new divisions of state land, in communities that have expressed or will express interest, special emphasis will be placed on mountainous, remote and disadvantaged areas.
The process begins with the expression of interest by the communities and the submission of the relevant requests to the relevant District Administrations, which proceed with the evaluation and examination of the proposed plots, in accordance with the provisions of the Plan.
For the available plots, the application process will be announced by the relevant District Administrations, with relevant announcements and publication of the necessary information and forms.
