A targeted campaign to combat undeclared work and control the implementation of basic labor laws is being carried out in September 2026 by the Inspection Service of the Ministry of Labor and Social Insurance.
Targeted inspections are carried out on a nationwide basis and focus on industries and industrial areas.
According to an announcement by the Ministry of Labor, the aim of the campaign is to inform employers and employees about the consequences of undeclared employment and non-compliance with labor legislation.
During the audits, compliance with basic employment conditions, such as salary, working hours and weekly days off, will also be examined.
Fines for undeclared work
In case of detection of an employee who has not been declared to the Social Insurance Fund, an administrative fine of €1,000 is imposed for the month in which the violation was found. The amount is increased by €500 for each of the previous six months.
If the employer proves that the period of the infringement was shorter, the fine is adjusted accordingly. If it is found that the infringement lasted longer, the amount is multiplied on the basis of the actual months of undeclared employment.
In the event of a second infringement within two years, the basic fine is increased to €2,000. From the third violation onwards, it amounts to €3,000 for the current month.
Anonymous and named complaints
The Ministry reminds that information and complaints about undeclared work or violation of the terms of employment can be submitted, anonymously or by name, to the pan-Cypriot telephone line 77778577.
