The Parliament is trying to put a brake on the anarchy that prevails on the roads due to the uncontrolled use of electric scooters and other personal mobility devices, as the picture recorded daily on the streets is causing more and more concern, with this year's toll amounting to nine accidents, two of which were fatal and four serious.
In this context, two bills amending the laws regulating the movement of bicycles and other personal mobility devices, such as e-scooters, were submitted on Thursday, September 17, before the Plenary Session of the Parliament and referred to the Parliamentary Committee on Transport for discussion.
The first bill, submitted by the MP of the Direct Democracy, Dimitris Souglis, concerns the introduction of special regulations for the creation of a register of personal mobility devices and the granting of distinctive identity points.
The second bill, submitted by DIKO MP, Chrysanthos Savvidis, concerns the introduction of special regulations to establish an offense for the use of personal mobility devices by a minor under the age of 17 and to increase the penalties provided in case the owner, parent or guardian, has not taken all the necessary measures to prevent the use of such a device by the minor in question.
What do the law proposals provide?
The law proposal by Dimitris Souglis provides that the competent department of the Ministry of Transport keeps a register of registration of personal mobility devices in which the details of the devices will be registered. Specifically, it provides for the following:-Any electric scooter or other personal mobility device should be registered in a special register of the Ministry of Transport. The owner will apply and pay a registration fee.
-If the owner of the device is a minor under the age of 17, the application for registration will be submitted by their parent or guardian.
-By decree of the Minister of Transport, the procedure for registration, transfer or deletion of the device, the cost of registration and the relevant certificates will be determined.
-Before registration, the relevant department will check whether the device is suitable and meets the requirements of the law. After registration, a certificate and distinctive identity points will be issued.
-Each device should have a special plate with the distinctive identification points. The type and specifications of the sign will be determined by the Ministry of Transport.
-Anyone who drives around with a device without a license plate or removes, alters, covers or falsifies its details, will be committing an offense. -The penalty can be up to a year in prison or a fine of up to €3,000 or both.
The law proposal by Chrysanthos Savvidis provides that the use of an electric scooter or other personal mobility device by a person under the age of 17 will be an offense. If convicted, the minor will be subject to a fine not exceeding €1,500 or imprisonment not exceeding six months, or both.
In addition:
-In case of violation, the Police, municipal traffic warden or other authorized person will be able to confiscate the device.
-If the scooter or device is rented, the company should, when requested, give the full details of the user to the Police, the municipality or the community.
-Parents or guardians of children under the age of 17 will be liable if they do not take the necessary steps to prevent the child from using the device.
-Owners or those responsible for keeping or managing the device will also be liable if they do not prevent it from being used by persons under 17 years of age.
-For parents, guardians, owners or responsible persons who violate the above obligations, the penalty can reach up to a fine of €5,000 or imprisonment of one year or both.
Sharp increase in injured despite thousands of complaints every year
It is worth noting that indicative of the magnitude of the problem were the data presented by the Cyprus Police before the Transport Committee, on September 10, as they showed the sharp increase in complaints and injuries in the last 1.5 years.
Specifically, in 2024, two incidents of injuries were recorded, one of which was serious. In 2025, 15 incidents were recorded, with six being serious, while this year, to date, 9 incidents have been recorded, two of which were fatal and four serious. Nine of the above incidents concerned minors.
In relation to complaints, in 2024 there were 2,499, in 2025 2,766 and from the beginning of 2026 until today 5,141. According to the Police, the largest number of complaints concern the use of electric scooters in prohibited areas.
