With additional services and applications, the Tax For All (TFA) computerized system is strengthened. At the beginning of 2027, all direct taxes will be transferred to the new software system.

Tax For All is the new, unified and integrated information system of the Tax Department, which simultaneously serves citizens, businesses and the staff of the Department through a common digital environment. Specifically, it consolidates all tax processes into a modern platform, offering a simplified, transparent and secure service. Through TFA, users can easily manage their obligations while staff work with unified back-office tools, enhancing efficiency and tax compliance. The direct taxes that will be incorporated into the TFA next year are taxes levied directly on the income or property of individuals and businesses by the state.

What taxes does it concern?

Specifically, personal and legal income tax (corporate tax), special defense contribution, capital gains tax, and property tax will be submitted and paid through the TFA.

Therefore, from next year, all taxpayers will submit and pay income tax through the TFA, instead of the procedure applied in recent years through the existing TAXISnet system.

Initial plans envisaged that income returns for the 2025 tax year would be submitted through the new software. However, the changes made in the context of the tax reform, which has been in place since the 1st of this year, could not be incorporated into the TFA in a timely manner.

In addition to the above taxes, the gradual integration and upgrading of additional functional units will continue, with the aim of improving the quality of the services provided.

The actions and actions taken

Last year, the digitization, consolidation and upgrading of the tax services of the Tax Department continued.

To achieve the goal, the project team, in collaboration with the contractor, was active in a wide range of tasks that included, among others, project management, specification update and analysis, data analysis and processing, software development and configuration, testing, user training and organizational change management.

In detail, during 2025, important functional units of the Tax For All system were put into production, with particular emphasis on the Employers' Declaration (PAYE), which provides the possibility of electronic submission, management and processing of the relevant returns through the new computerized system.

According to the competent Department, the inclusion of this section is a key milestone for the tax reform and substantially enhances the degree of automation and digitization of procedures.

At the same time, last year the interconnection of the TFA system with the CYLogin platform was completed, providing a single and secure user identification mechanism and facilitating the access of taxpayers and professionals to the digital services of the Tax Department.

At the same time, the User Acceptance Testing (UAT) phase for additional tax modules continued, in order to confirm their proper operation and ensure their compatibility with the existing procedures of the Department.

Testing included functionality, performance, and safety checks, as well as recording and addressing any technical or operational issues in a timely manner prior to their full production integration.

In addition, the integration of automated processes (Robotic Process Automation – RPA) to support internal operations of the Tax Department was promoted, with the aim of reducing administrative burden, improving efficiency and optimal utilization of human resources.

At the same time, pilot actions for the use of artificial intelligence technologies in an indoor environment were launched, with an emphasis on data analysis and decision support. To support the transition to the new system, the Department continued to organize trainings and webinars, which focused mainly on the declaration of Employers, the use of the new functionalities of the system and the updated digital procedures.

The trainings were aimed at both officials of the Tax Department and tax professionals, accountants and tax consultants.

In addition, the Department proceeded with the creation of a new TFA Support Page and Digital Assistant with relevant sections, enhancing user self-service and the availability of updated digital content for TFA functions.
