One in six Cypriots who travelled in 2025 to countries within the European Union, Liechtenstein, Iceland and Norway, says they have encountered a problem with the quality of "Roaming Like at Home" in mobile services.
The Commissioner for Communications – OCCERD has carried out the second consumer survey on the quality of 'Roaming Like at Home' in mobile services within the European Economic Area (EEA). According to a relevant announcement, the survey was conducted in December 2025 by the company Pulse Market Research through a structured questionnaire prepared by the GEMRET Market Observatory team, with a sample of 2,014 people who made trips to European Union countries, Liechtenstein, Iceland and Norway in the last 12 months, with a total of 3,869 trips.
The main results of the survey are the following:
-Consumers made an average of 1.9 trips in the last 12 months, with the most popular destinations being Greece (75%), Italy (17%), Austria (12%), France (10%) and Germany (10%).
-The majority of respondents (83%, 81% in 2024) did not experience any connection issues upon arrival in the country of travel. A percentage (16%, 19% in 2024) faced a problem that was resolved either on their own (11%, 13% in 2024) or after contacting their provider in Cyprus (3%, 4% in 2024). -A small percentage (2%, as in 2024) faced a problem that was not resolved and no connection to the local network was made at all.
-In 21% (24% in 2024) of trips, consumers observed a lower mobile broadband-internet speed (e.g. speed when downloading content), compared to the mobile internet peed they had in Cyprus.
-In 19% (25% in 2024) of trips, consumers noticed that their connection was to an older generation network compared to the one they had in Cyprus (e.g. downgrading from 5G they had in Cyprus to 4G during the trip). Differentiation in the percentage of network degradation occurs depending on the type of device (Android or iPhone).
-In a relatively small percentage of trips, consumers reported experiencing poor line quality (8%, as in 2024), call interruption (5%, 6% in 2024), inability to process calls (6%, as in 2024), inability to send SMS (5%, 6% in 2024), inability to access the internet using data (13%, 16% in 2024) or even complete loss of service (4%, 5% in 2024) during travel. These percentages vary slightly depending on the type of device.
To the question "how do you compare the quality of the mobile telephony services you received during your trip [...] in relation to your local service in Cyprus", 77% (75% in 2024) of respondents rated the quality of service during their trip as the same as their local service in Cyprus, 5% (6% in 2024) described it as better, while 16% (18% in 2024) found it worse.
The country where travellers experienced the most roaming problems in 2025 was Latvia, Sweden, Liechtenstein, Iceland and Norway, while those who travelled to Denmark, Estonia, Croatia, France and Greece had a better experience.

As a general conclusion, OCCERD finds that one in six respondents experienced a problem during their trip and therefore there is room for improvement both in terms of performance and in reducing the occurrence of connection problems.
In conclusion, CEFR emphasizes that it will continue to monitor the quality of "Roaming Like at Home" and will consider making relevant suggestions to providers within the framework of its regulatory capabilities.
