Two and a half years after (December 19, 2023) when the state took over, through the Water Development Department, the management of the Integrated Waste Management Facilities Unit (OEDA) of Pentakomo in the Limassol District, the processes for a radical upgrade of the plant within 2027 are underway.

From the first day of assuming its duties, the WDD launches the procedures for the appointment of a new private contractor, who will undertake the partial upgrade and operation of the OEDA for a stable transitional period of 5+1+1 years.
In this context, the detailed cost estimate for the maintenance and replacement of all electromechanical equipment was completed.

At the same time, the first edition of the tender documents has been prepared, while a Steering Committee has already been set up with representatives from all the competent ministries and the District Local Government Organizations (EOA) of Limassol and Paphos.

The relevant Feasibility Study for the partial upgrade project has already been submitted to the General Directorate of Development of the Ministry of Finance for the final approvals expected in July.

Furthermore, the required procedures are being promoted in cooperation with the General Directorate of Environment of the Ministry of Agriculture, Rural Development and Environment to secure the required land for the construction of Phase C of the Landfill (Landfill).

The goal set by the Ministry of Agriculture, Rural Development and Environment is the award of the major tender, within 2027, so that the new contractor can settle in the unit, undertaking a fully rehabilitated, upgraded and functional infrastructure.

Until then, state intervention through the WDD guarantees stability and the protection of the public interest.

Since the commencement of the operation of the OEDA until today, the WDD has concluded more than 180 contracts which cover a wide range of current needs of the OEDA, with the aim of enabling it to continue receiving waste, preventing the risk of a health crisis in the province of Limassol and improving the situation of the OEDA as much as possible.

The situation received by the former Contractor is described in black colours by the WDD. According to the competent Department, it repaired and maintained/replaced basic equipment of the unit, all of which was delivered to the state in a worse condition and completely unmaintained by the former Contractor.

Specifically, the WDD states that basic mechanical equipment was completely unmaintained and in a terrible condition, mobile vehicles almost immobilized and serious deficits in safety, health and environmental measures.

The first and most critical bet for the WDD was the immediate repair of the heavy mechanical equipment, in order to ensure the uninterrupted receipt of waste and to avoid an imminent environmental crisis.

The Department immediately proceeded with the repair and maintenance of the bag splitting machines, while at the moment, in collaboration with the Limassol Development Company (ANELEM), the process for their complete repair or replacement is underway.

At the same time, new conveyor belts were installed in the mechanical sorting unit and the required contracts for regular renewal of the wear equipment were forwarded in a timely manner.

Also vital was the repair of the crane, which now allows the smooth supply of the mechanical sorting, as well as the maintenance of the sieve (flip-flow screen), PLC & SCADA automation systems, compressors and pumps.

As far as the mobile equipment is concerned, which had been delivered almost destroyed, the WDD repaired a significant part of the OEDA vehicles, while to ensure the smooth operation, the long-term rental of additional means (trucks, loaders, excavators, land forwarders) was employed.
