The management of real estate is changing drastically, with the aim of simplifying and modernizing procedures, so that citizens can be served faster.
The Ministry of Interior has proceeded with spatial and urban planning, which includes a series of actions and policies aimed at ending the suffering of citizens and reorganizing procedures. The focus is on the property management framework, building fees, state land, local plans and listed buildings.
In detail, the redesign of the real estate management framework, which will contribute to the simplification and modernization of procedures, includes the following:
• Gradual digitization of the application submission and examination process.
• Simplification and rationalization of the method of calculating transfer fees, by law.
• Modernization and simplification of the Land Registry forms and applications, as currently 150 forms are required.
• Acceleration of the auction process, by assigning the valuation work to private appraisers.
• Establishment of special teams to regulate issues of rights of way ("passage") in enclosed plots, with the aim of drastically facilitating the utilization of real estate.
New building permit system
At the same time, the modernization of the process of calculating building permit fees is being promoted, with the introduction of a new system, which is part of the reform to simplify and accelerate building permits.
The Ministry of the Interior has proceeded with the preparation of relevant regulations, which amend the existing ones and have already been put to public consultation. The current system for calculating allowances is complex and will be replaced by a simpler, transparent and efficient framework. The new framework is expected to significantly reduce the time required for building licensing and make it easier for citizens and professionals in the field.
State land
Within the year, the regulations for the effective disposal of state land will also be submitted to the Parliament. A new legislative framework will be formed, which will respond to the modern needs of society and the state.
Also, in specific cases, it will be possible to dispose of state land based on open and transparent procedures, through a public call for interest, with an award in favour of the bidder who will submit the most economically advantageous offer, i.e. the highest rent.
Change local plans
The local plans of the four major urban agglomerations, the urban zones of the Rural Policy Statement, as well as parts of the text of the Policy Statement will also be revised.
It is estimated that in the next two years, the local plans of the four large urban complexes and Pegeia will be reviewed, so that they become a modern, dynamic and effective tool for promoting development.
It is also expected that the process of publishing the Urban Planning Zones of the communities of the first phase of the Rural Policy Statement will be completed, while at the same time the second phase of the process will proceed. In addition, the publication of the first revised chapter of the text of the Policy Statement is expected.
Incentives for listed buildings
In the coming months, changes in the licensing and management procedures of listed buildings are also underway. Among other things, the provision of incentives, the simplification of procedures, the modernization of the framework for listed buildings and the strengthening of support structures at the provincial level are being examined.
In addition, the process of transferring the building factor is being modernized, in order to reduce delays in urban planning and building licensing, while the operation of Conservation Branch offices in each province begins, with the aim of improving the service of both owners and designers. Finally, the creation of a single database of listed buildings is promoted, with the aim of simplifying the framework for granting incentives for the maintenance and reuse of listed buildings.
