We have entered the 5th year of operation of the photo-marking system, the well-known cameras of the Traffic Police and the out-of-court notices for road violations have exceeded 850,000, while it is expected that by the end of the year they will reach one million.

What is observed is that 2024 was the year with the most complaints, while in 2025 there is a decrease in violations, which is hoped to continue this year. Also, a systematic delinquent behaviour of drivers and their general disobedience to the Road Traffic Code are recorded. According to data obtained by "F", by 2025 about 790,000 violations had been recorded, of which 505,413 had been committed by fixed cameras. If one considers that drivers know the points where fixed cameras are installed, then it is surprising that in four years half a million violations have been recorded by 20 cameras. The explanation given is that the drivers are either distracted or defy the cameras, thinking that they will avoid paying the out-of-court notice.
It is noteworthy that out of the 790,000 complaints until '25, about half are pending, either because they were not received by the drivers, or because there is a problem in locating and serving, or because some strategically did not pay the out-of-court fee despite receiving it and prefer to go all the way to the Court.

As can be seen from the data of the Traffic Police issued by the company that manages the photo-marking system, in 2022, the first year of operation of the cameras, 79.288 out-of-court notices were issued, of which 57.438 were paid and remain pending either service or registration of the case in the Courts, another 21.850.

In 2023, the year when the system was fully operational with 110 cameras (90 fixed and 20 mobile), 168,061 out-of-court notices were issued, of which 103,831 were paid, while another 64,230 remain for service or have been or will be registered in the Courts.

In 2024, the upward trend in complaints continued, as 256,704 out-of-court notices were issued, 140,347 were paid and another 116,362 remain pending.

In 2025, until November 31, the system issued 269,127 out-of-court documents, of which less than half were paid, since only 105,373 paid them, while another 163,754 remain pending.

This picture shows a tendency of drivers not to comply with the rules in general and to be denounced by the cameras and this has been helped by the fact that the system has been demonized from the beginning due to errors and other incidents in relation to the way drivers are controlled, mainly by vans and vehicles with mobile cameras, but also the arrow when turning right from fixed cameras. Hence changes were made to the system both regarding the way the violation was recorded by the fixed cameras and the amount of the out-of-court notice.

505,413 out-of-court settlements from fixed

According to data provided by the head of the Legislation, Policing, Traffic Committee at the Road Safety Council, Haris Christodoulou, from 2022-2025 the 20 fixed cameras have recorded a total of 505.413 violations with most of them involving a violation of the speed limit and the red light. Specifically, in 2022, 19,854 violations of the white line, 7,203 of the speed limit and 6,924 of the red light were recorded. Total complaints 33,981.

For 2023, 19.243 complaints were made about the white line, 26.700 related to the speed limit and 30.741 related to the red line. Total for '23 76,684. For 2024, 41.365 drivers were reported for "stepping" on the white line, another 106.135 for exceeding the speed limit and 78.624 for exceeding the red line. Total violations for '24 228,124. For 2025, the violations concern: 35.349 for the white line, 65.719 for speed and 65.556 for red. Total 166,624.

A cross-check of 56,851 complaints


Typical is the case of the intersection of Griva Digeni and Demosthenes Severis avenues ("Honda" lights) in Nicosia, which was also the first to operate fixed cameras in 2022.

According to the data cited the day before yesterday in a discussion on young drivers by Haris Christodoulou of the Department of Public Works, in 2022 7.297 were reported for violating the speed limit, 6.924 for violating the red and white lines 19.852, a total of 39.973. In 2023, the following violations were recorded: 2,304 for speed, 2,225 for red and 5,626 for white line, a total of 10,355. In 2024 we had 876 complaints for speed, 1.265 for red and 1.477 for white line, a total of 3.598. For 2025, there were 343 speed violations, 1,905 red, 677 white line, a total of 2,925.

The 3 changes in out-of-court documents on a white line

Due to problems that arose and the need to differentiate the out-of-court documents depending on the violation, changes were made to the fixed cameras, which were passed by the Parliament after proposed laws. On March 6, 2026, the provisions of the legislation came into force, through which changes are made to the out-of-court regulation of the violation of the red traffic light at light-controlled intersections (Law 91(I)/2024).

In summary, the classification that has been in force since then in violations recorded by the photo-labelling system is:Violation of the mandatory stop line at light-controlled contributions: Out-of-court fine, amounting to €25, failure to comply with the red light:

A. At a light-controlled intersection, where there is a pedestrian crossing (vehicle entry into a pedestrian crossing): An out-of-court fine, amounting to €85 and 3 penalty points.

B. By entering the vehicle at a point beyond the pedestrian crossing: An out-of-court fine, amounting to €300 and 3 penalty points.

C. By entering the vehicle at a point, beyond the white line of mandatory stopping, where there is no pedestrian crossing (vehicle entering the intersection / junction): Extrajudicial fine, amounting to €300 and 3 penalty points.
