PAPHOS-POLIS ROAD - THE TWO SUITORS FOR THE PROJECT - AT €124.8 million, THE LOWEST BID - Filenews 18/4 by Angelos Nikolaou
A decisive step towards the implementation of the Paphos – Polis Chrysochous road project was taken yesterday with the opening of the financial offers, bringing to the fore two powerful groups that claim the completion of the project.
The interest in completing the design and build of the motorway is focused on two economic operators, who submitted their proposals within the timetables:
Cyfield Construction Limited: The company of Kyriakos Chrysochos submitted the most economical offer, amounting to €124,850,000. (excluding VAT).
Araco Construction Cy Limited: Mohammed Rokaya's company submitted a bid of €128,935,480. (excluding VAT).
It is worth noting that both bids exceed the initial estimated value of the project, which was estimated at €90.2 million (before VAT), which reflects modern challenges and the cost of construction materials.
Despite the opening of tenders, the assignment is not automatic. The Department of Public Works is now entering the phase of detailed evaluation. Before the final signatures fall, all necessary administrative and technical checks will be carried out to ensure that the bids comply with the strict conditions of the tender.
The project concerns the section from Agia Marinouda to Stroumbi, with a total length of approximately 15.5 kilometers. It is a two-lane road with a provision for future upgrading to four, which is considered vital for the removal of the transport isolation of Polis Chrysochous.
The government attaches particular importance to the completion of this road network, which is financed exclusively by national resources. Upon completion of the evaluation, the contractor will be asked to deliver a project that will change the map of Paphos district, enhancing safety and drastically reducing travel time.
The announcement of the Ministry for the project:
The Ministry of Transport, Communications and Works, Department of Public Works, announces that, today, Friday, April 17, 2026, the tenders for the tender for the project "Completion of the study and construction of the Paphos – Polis Chrysochous motorway, Section 1 – Phase (A)" have been submitted.
The project concerns the completion of the design and construction of the Paphos – Polis Chrysochous Motorway Section 1, Phase (A) from Agia Marinouda to Stroumbi, 15.5 km long. approximately, with two traffic lanes and an uphill lane where required, with the prospect and provision for the construction of the other two lanes in a future phase, as described in detail in the tender documents.
Specifically, the project includes:
- an interchange at the beginning of the project, at the point of connection with the Limassol-Paphos highway near Ag. Marinouda
- a level junction at the point where the future Tsada interchange is planned
- a terminal roundabout after the village of Stroumbi, where the future Stroumbi/Kathikas interchange is planned
- five viaducts
- two tunnels: >> one near the area of Tsada, 720 m long >> one near the area of the village of Kallepia, 250 m long.
- four overpasses
- Twelve down read
- storm drains
- Street lighting
- services of general interest, as well as
- motorway-related works and works.
Two tenders were submitted for this tender, which will be evaluated by an appointed Evaluation Committee, in accordance with the legal procedures. The bids submitted are the following:
- CYFIELD CONSTRUCTION LTD, with bid amount €124,850,000.00 (excl. VAT)
- ARACO CONSTRUCTION CY LTD & GEOSTROY AD (Joint Venture), with bid amount €128,935,480.00 (excl. VAT).

The tender was conducted through an open procedure and the award criterion has been set for the most economically advantageous tender, based on the lowest price.
