SELF-PROTECTION INSTRUCTIONS AND NEW MASS SMS SYSTEM - MESSAGES DELAYED, SENDING & RECEIVING TIME VARIES BY TELECOMMUNICATIONS PROVIDER - Filenews 4/3

The process of sending a test text message to take preventive self-protection measures was implemented today, the Ministry of the Interior reports. However, he clarifies that based on the results of the test, it became clear that the time of sending and receiving messages differs from one telecommunications provider to another. "A significant number of subscribers received the message on time, while others were delayed."

The Deputy Ministry of Innovation, Research and Digital Policy is in consultation with the providers to technically explore the possibility of reducing the sending time and the measure will be re-evaluated. In any case, the existing ways of informing the public remain in force, if necessary.

Given the ongoing unstable situation in the area and for the purposes of prevention and proper preparation of the population, it is recommended that citizens be vigilant, so that in case it becomes necessary to take the self-protection measures.

We would like to inform you that the first text message with the preventive self-protection measures has been sent to mobile phones. The next two messages will not be sent today and will only be sent if necessary.

What was the original plan?

Earlier it was announced that today around 7 pm a test of this new service will be carried out, which is introduced as a measure of security and information for citizens by the Government, by sending a test message to all mobile phone users in Cyprus.

Specifically, the following three test messages will be sent to citizens' mobile phones, in Greek and English:

Message 1

Civil Defence Announcement

In case of download on their mobile phones, citizens are asked to remain calm and follow the instructions below:

  1. In case there is a basement in their home, in a neighbouring building or in the area where they are, they should head immediately to it on foot and calmly.
  2. If they are located indoors without a basement, they should remain inside the building, away from doors, glass and windows.
  3. If they are outdoors, move to the nearest indoor area.
  4. In infrastructures such as schools, hospitals and stadiums, the prescribed protocol of actions is applied by the competent personnel. Citizens are asked to avoid moving by vehicle to these areas.
  5. Until new instructions are given by the competent authorities, citizens are asked to remain underground or indoors and avoid moving outdoors, either on foot or by vehicle.

Message 2

An investigation into a possible security incident is underway. Citizens are invited to follow the recommendations of the Civil Defense until further official information. Please remain calm and follow the following instructions.

Message 3:

You are informed that the security incident has expired.

It should be noted that the Government, in cooperation with all telecommunications providers in Cyprus, is putting into operation as of today a messaging system for valid and timely information of citizens, so that, when a possible security incident is investigated, they can take the necessary measures indicated by the Civil Defense in such cases.
