107 HOME FORECLOSURES CANCELLED IN 2025 - WHAT THE FINANCIAL COMMISSIONER'S OVERALL DATA SHOWS

The picture of citizens' complaints that reach the office of the Financial Commissioner and concern banks, credit acquiring companies, insurance companies and CIFs, is outlined by the annual data of 2025, which should at best be solved or settled in the best possible way.

The 2025 complaints – mediation statistics which have been registered on the website of the Financial Commissioner's office and presented by Fileleftheros, show that in 2025, during the examination of the requests, the suspension/cancellation of the sale of 103 main residences was successfully achieved. Of these, 8 cases concerned bank cases and 95 cases related to real estate under their jurisdiction credit acquiring companies. There were also 4 cases involving non-primary residences and again involving the portfolio of credit acquiring companies. In total for 2025, the house foreclosures that were cancelled were 107.

According to the results of the examination of requests, the unsuccessful suspension/cancellation of a sale was 89, of which 4 concerned a main residence from a loan to banks, 77 belonging to credit acquiring companies and 8 related to a non-main residence. The report notes that the Office of the Financial Commissioner did not receive a response for 3 cases of primary residence involving banks, 10 involving primary residences and 6 non-primary residences falling under credit acquiring companies. In the table presented in the report in the section "total requests out of jurisdiction" in 2025 there were a total of 215 requests related to the suspension / cancellation of a sale (15 for banks and 200 for credit acquiring companies). There are also 222 other requests (33 from banks and 189 from credit acquiring companies), bringing the total number to 437 requests.

According to the results of the examination of complaints by financial sector for 2025, the Commissioner's decisions were in favour of the consumer: 40 (with banks 40%), 3 (with credit acquiring companies 5.17%), 13 (CIFs 11.50%), 2 (insurance companies 3.13%) and a total of 58 decisions in favour of the consumer are recorded. The decisions of 2025 that were in favour of the financial enterprise were: 13 (banks), 1 (credit acquiring company), 20 (CIFs), 4 (insurance sector). Under the terminations section, amicable settlements are recorded for 2025: 5 (banks), 3 (credit acquiring companies), 7 (CIFs) and outside the jurisdiction of the Financial Commissioner were: 42 complaints (related to banks), 51 (credit acquiring companies), 73 (CIFs), 58 (insurance sector).

The settled complaints that have been examined by financial sector for 2025 are: 100 (banks), 58 (credit acquiring companies), 113 (CIFs), 64 (insurance sector).

In the section "financial companies that accepted the binding nature of the decision of the Financial Commissioner for the year 2025", according to the data presented, there was partial acceptance of 9 cases by Hellenic Bank (the merger with Eurobank had not yet taken place) and 8 total acceptance with a total of 17. At the Bank of Cyprus, 1 partial acceptance and 1 full acceptance decision are recorded. In the category of credit acquiring companies there is 1 total acceptance of a decision. In the case of Cypriot investment companies (CIFs), 10 decisions of the Financial Commissioner are recorded that were fully accepted.

Regarding the settled applications for the appointment of an intermediary per financial undertaking in the banking sector for 2025, 7 are recorded for the banking sector (58.33%) and 5 for credit acquiring companies (41.67%). According to the results of the mediation examination, there were 2 failures of the mediation process (banks) and 2 (credit acquiring companies). The applications that did not meet the requirements were 4 related to banks and 3 to credit acquiring companies, while there was a withdrawal of an application by a debtor related to a case with a bank.
