€30,000 FINE FOR A PRIVATE HOSPITAL OF GESY - DID NOT REGISTER REQUESTS TO THE HIO ON TIME

A fine of €30,000 is required to be paid to the Health Insurance Organization by a private hospital of the General Health System.

In fact, the reason for which it was decided to impose this administrative fine is of particular interest as, although it is not the first time it has been recorded by the competent Department of the HIO, it could in no way be described as expected.

The hospital in question, repeatedly, delayed submitting its claims for compensation from the Organization, with the result that the period of time during which the software allows their registration elapsed and thus the HIO was obliged to proceed with the necessary procedures itself in order to pay the provider for the services it had offered to patients.

Of course, the delay in submitting the requests also resulted in the alteration of the patients' history, as the profile of the beneficiaries was not updated in time in the IT system, resulting in a gap in the information available to other providers.

The IT system, explained to "F" the competent director of the HIO, Konstantinos Panayidis, "allows the registration of requests for compensation for a period of up to 45 days from the date of issuance of the discharge. When this time has elapsed, the software is "locked" and the provider cannot make the entry. As a result, the HIO undertakes the registration of the data so that the relevant payment can be made."

Because, Mr. Panayidis added, "this particular hospital was repeatedly delayed in submitting its requests for compensation, it was deemed necessary for there to be an intervention by the HIO with the aim of the provider's compliance".

Apart from "the fact that the regulations are not followed, as they apply to all providers, in this case the hospitals, in addition to the fact that the HIO is in charge of a task that must be carried out by the provider and not by the Organization, with this delay, there is also no correct and timely update of the patients' history".

Given these facts, "it was decided that a fine should be imposed and we must mention that this is not the first time that a fine, perhaps not so large, has been imposed on a provider for delay in registering requests for compensation".
