The Ministry of Energy, Trade and Industry reminded on Monday that the deadline for submitting an application under the "Plan for the Production of Electricity from Renewable Energy Sources for Own Consumption" (April 2024) is December 31, 2025.
As of January 1, 2026, the new self-consumption systems will operate under the provisions of Regulatory Decision 02/2024 (P.D.P 376/2024) entitled "Regulatory Framework for the Activation of Active Customers and Self-Consumers of Energy from Renewable Sources".
The ministry also refers to a clarifying announcement that, as it states, CERA issued on 05/09/2025 - see below.
Start of Commercial Operation of the new Competitive Electricity Market - Regulatory Decision No. 02/2024 (K.D.P. 376/2024) - Regulatory Framework for the Activation of Active Customers and Self-Consumers of Energy from Renewable Sources
The start of the commercial operation of the Competitive Electricity Market marks a new era in the electricity sector, aiming at the adoption of a fully free competitive market where all parties, producers / suppliers / end customers, are free to decide among themselves, through their own bilateral agreements, the way to manage and compensate for the electricity they produce and inject into the electricity grid from their own electricity production systems.
The Senior Management of CERA clarifies that based on Regulatory Decision No. 02/2024 (K.D.P. 376/2024), from 1 October 2025, the date of commencement of the commercial operation of the Competitive Electricity Market, the following will apply:
End Customers will have the right to act as Active Customers and/or as Self-Consumers of energy from RES and will be able to sell their self-generated electricity, i.e. the sale of any excess electricity production, in all individual markets of the Competitive Electricity Market, and this can be done either directly or through a licensed Cumulative Representation Body or Supplier, and will be carried out in accordance with the provisions of the Electricity Market Rules, the Transmission Rules and the Distribution Rules. The manner of management and compensation of the electricity generated and injected into the electricity grid by the electricity generation systems of the said End Customers shall be freely determined through bilateral agreements between them.
The existing energy netting schemes, i.e. metering netting, bill netting, virtual bill netting, etc. shall continue to apply their existing contracts. Upon the expiry of these contracts, they may switch to a bill netting regime or any other regime that may be freely agreed upon between the End Customer and its counterparty, i.e. the Aggregation Representation Entity or its Supplier, entities which will represent the surplus energy in the Competitive Electricity Market.
In summary, from 1 October 2025:
Final Customers who are not contracted to any energy netting scheme or other Scheme of the Ministry of Energy, Commerce and Industry, will have the right to act as Active Customers and/or as Self-Consumers of energy from RES and will be free to choose the way to manage the surplus energy that will be produced by their production systems and injected into the electricity grid, through bilateral agreements either with a Cumulative Representation Body participating in the Competitive Electricity Market or with their Supplier.
Final Customers who are already contracted to a Scheme of the Ministry of Energy, Commerce and Industry will continue to apply their existing contracts. Upon the expiration of these contracts, they will transition to a netting regime, the duration of which will be freely decided between the End Customer and its Supplier. However, the End Customer will have the right not to join the netting regime but to apply what is mentioned in the first point above.
It is emphasized that the full manner of activating End Customers, as Active Customers and Self-Consumers of Energy from Renewable Sources, is described in the aforementioned Regulatory Decision of CERA No. 02/2024 (K.D.P. 376/2024), and therefore any interested party is invited to refer to the provisions of the said decision for full information on the rights that they can exercise.
