TYLLIRIA IS TRANSFORMED WITH 9 PROJECTS

One year after the announcements of the President of the Republic for the revitalization of the 'community' of Tylliria, the area is today at the center of developments. With the visit of the Deputy Minister to the President, Irene Piki, and the Ministers of Transport and Agriculture, the course of the implementation of a vision that aspires to make Kato Pyrgos the first climate-neutral community on the island is sealed.

Today's meeting at the community council of Kato Pyrgos aims to check the timetables and solve the challenges arising from the pilot implementation of the institution of the green community.

The x-ray of the projects, as presented at today's meeting, shows significant mobility in nine main pillars:

1. Partial energy autonomy: On September 13, 2025, the Founding Act of the Energy Community of Tylliria was signed, a non-profit company with the participation of the five communities of the area (Kato Pyrgos, Pano Pyrgos, Pachyammos, Mosfilio, Pigenia).

The deliverable "Techno-economic analysis, location and implementation plan of the Energy Community of Tylliria" is pending on behalf of the Cyprus Energy Agency, which will determine the first premises that will be the projects of Phase A.

In the present, more than 200 participants in the Energy Community have already expressed interest. Over 100 official applications have already been submitted by residents for the installation of photovoltaics and storage systems. The first phase is implemented with a grant of €1.8 million from OPAP.

It was also decided to include the Tylliria Complex in the Covenant of Mayors.

2. Green kiosk: The inspection by the EAC has been completed and the kiosk for the collection of recyclable materials is connected to the network, under the management of the EDA Nicosia. Until September 2029, the operation of the green kiosk is financially covered by the LIFE IP CYzero WASTE project, and then the cost will be borne by the EDA Nicosia.

3. Sewerage system and sewage treatment plant. Installation of a small temporary Station to serve the hotel units, the community council of K. Pyrgos and the Police Station (temporary solution) at a cost of €300,000.

The EOA Nicosia in a letter dated . 10/11/2025 informed the WDD that it accepts to fully undertake the purchase, installation and operation of the Temporary Wastewater Treatment Plant provided that all the required permits as well as the necessary funding are secured. Procedures are being carried out by the YGAAP to find the required credits amounting to €300,000.

The HOC Nicosia estimates that the cost of operation and maintenance of the temporary station will not exceed €1 per m³. Hoteliers have committed to cover the corresponding costs for the quantities of water they are entitled to. The WDD requested and received a positive response from the Police and the community council to assume the cost due to them.

Furthermore, a provision has been introduced in the WDD budgets for 2026 for the cost of the project study (permanent solution), with the construction of a collection network and a Wastewater Treatment Station (SWL) that will have the capacity to dispose of the wastewater of all the Communities of Tylliria from which the wastewater may be collected with septic tanks (permanent solution).

4. Green point and recycling point. The "thorn" of finding state land remains, with the government now considering the possibility of expropriations. With the finalization of finding a plot, the tender for the preparation of studies, drawings and documents for its construction will proceed. The cost of the project is estimated at €700,000 – €800,000. To the costs must be added possible costs of improving the road network.

5. Community composter. Licensing is underway for the unit that will serve 1,096 residents, with the aim of completing the projects in early 2027. The cost increases to €860,000 for a capacity of 128 tons/year.

6. Dam maintenance and repair. Particular emphasis was placed on the maintenance of the Kato Pyrgos dam. Cleaning and drainage system replacement work is at 80%, ensuring optimal water management for farmers in the area. The project is funded with the amount of €600,000.

7. Improvement of fishing shelter. The project enters a phase of final upgrade after the positive environmental approval (5/9/2025), with a fund of €300,000 to address the chronic problem of alluvium.

8. Public electric vehicle charging point. Kato Pyrgos acquires its first public electric vehicle charging point, while the community will receive an electric car donation for its service needs from the Sfakianakis Group (BYD representative).

9. One-Stop Shop. It is a service hub where citizens will process applications for planning permits, sponsorships and agricultural subsidies, without having to move outside the border area.
