Explanations were given again yesterday in Parliament about the way the contractor company is paid, which operates the photomarking system with the cameras of the Traffic Police, while the Police is ready to apply the photoradar list to barricades.
The issue of whether the company that undertook the installation and operation of the cameras is paid with percentages, depending on the complaints or otherwise, had arisen last week, when an official of the Ministry of Finance, who appeared in Parliament for explanations regarding the granting of additional credits for purposes already provided for in the 2025 budget and especially for the photo-labelling system, had apparently inadvertently stated that the company is paid according to the complaints. The MPs were asked for clarifications in order to clarify that he did not receive percentages on the complaints.
According to an official of the Department of Electromechanical Services, who appeared yesterday in the Finance Committee of the Parliament, the payments to the contractor are not at all linked to the violations and fines, but the company is paid on the basis of a contract for its operating hours. The fixed cameras, as he mentioned, work 24 hours while the moving ones work 8 hours a day with a Police program. In turn, the head of Financial Management of the Ministry of Finance, stated that the reason why more money is needed for the photo-marking system is because some months of 2024 had not been paid and it is also the extra charges from some cameras that were installed this year.
In a remark by AKEL MP, Andreas Kafkalias, that for the photoradar list there is a unanimous position from the Legal Committee not to proceed, the director of the Police Traffic Department, Haris Evripidou, stated that although the amount requested for the photoradar list is €250,000 and not what was heard, "already when we were involved in the discussion of the Legal Committee we had explained that based on the legislation we have the right to do so and it was ask the Legal Service to study it with us and see if amendments are needed. We have a written answer that within the framework of the legislation there is no need for any amendment and we have the authority as the Police to do so. It has to do with the service of out-of-court documents that will be done by the Police and not by the company and is a more modern means of service. We ended up moving forward only with the barricades and not for the airports," said the Traffic Police officer.
