The Police responded last night to various incidents, which were recorded in areas of the districts of Limassol, Nicosia and Larnaca.

During the incidents, illegal gatherings of young people, causing malicious damage, as well as throwing improvised explosive devices, firecrackers and stones at members of the Police were observed.  As part of the investigation of the cases, the Police proceeded to arrest a total of seven persons.

Specifically, in the province of Limassol, five minors were arrested, while in the province of Larnaca two adults were arrested.

Yesterday around 4:00 in the afternoon, while a 39-year-old man was driving his vehicle on Oceanidon Street in Limassol with a 50-year-old passenger, he lost control of his vehicle, as a result of which he crashed into a parked vehicle, in which a 47-year-old person was.

Due to the collision, the first vehicle overturned on the asphalt while the 50-year-old passenger was slightly injured and was transported by ambulance to Limassol General Hospital, where after receiving first aid, he was released.

In a preliminary alcohol test to which the 39-year-old was subjected, he was found positive with an indication of 142μg% instead of 22μg%, which is the limit allowed by law.

Subsequently, he underwent a final alcohol test with a reading of 127μg% instead of 22μg% and was arrested for a flagrante delicto and taken into custody. He is expected to be charged in writing for the traffic offenses he committed within the day and then to be released, to be summoned at a later stage before a court.

The Limassol Traffic Police continues the examinations.

Two fires that broke out last night in Nicosia and Limassol, are being investigated by the Police in cooperation with the Fire Brigade.

Specifically, at 20:06, the Nicosia fire stations had to respond with two fire trucks for a fire in a boat that was on a transport trolley in the open in Geri. As a result of the fire, the boat suffered extensive damage to the back. After an on-site investigation, it appears that the fire was caused by a lit waste bin which was found under the boat.

At 19:58 there was a response of the Limassol fire stations with a fire truck for a fire in a double cabin vehicle which was parked in an open area in Ypsonas. The vehicle suffered extensive damage from the fire. The causes of the fire are being investigated by the Fire Brigade in cooperation with the Police.

Criminal activity has been ruled out after the autopsy on the body of 23-year-old prisoner Abdul Kader Almfalani from Syria, who was found dead in his cell in the Central Prison in the early hours of yesterday morning.

The autopsy was performed this afternoon by the head of the Forensic Service Angeliki Papetta, the medical examiner Orthodox Orthodox and the private medical examiner Marios Matsakis, who represented the family of the deceased.

The autopsy showed that the death of the 23-year-old Syrian was caused by hanging by loop, thus ruling out criminal activity. His body was examined and it was found that he had no external or other injuries, which shows that he had not been abused in any way.

Medical examiners took samples for histopathological examinations to determine whether he carried foreign substances in his body, while the circumstances of the tragic incident and how his cellmate did not get news of his suicide act are now being investigated. As it turned out, in the wing where the 23-year-old was being held, the use of sheets is allowed and it is being examined why no measures had been taken to prevent such desperate acts.

Police investigations continue inside and outside prisons, in order to examine incidents that have recently occurred in relation to the young convict but also to take statements from his family who visited him to determine whether he had expressed himself in any way that would refer to such an extreme action. What is strange to everyone, both in prison and his family, is that in a few days he would be released, so it remains unknown what led him to end his life.

It is noted that the young man was the father of two minors.

For the new incident, the Central Prisons are upset and all psychiatrists and psychologists have been mobilized to talk to prisoners who need support. Measures are also coming with changes in prisons within the next few days, as announced by the Minister of Justice.

Reversal in the Court of Appeal, which for the second time vindicated a doctor and owner of the OPHTHALMOS Clinic. The decision overturned the disciplinary sanctions that had led to the temporary suspension of his right to practice the profession, with serious professional and financial consequences.

The Court of Appeal, composed of Judges Efstathiou, Seraphim and Lyssandrou, overturned both the decision of the Doctors' Disciplinary Council and the decision of the Court of First Instance, ruling that the disciplinary procedure was legally flawed and could not stand.

Yiannos Georgiadis, a partner at the law firm Y. Georgiades & Associates LLC, which represented the doctor throughout the case, said the decision was clear and unequivocal.

"This is a strong and fully documented decision. The Court of Appeal confirmed that disciplinary proceedings cannot be used to undermine medical innovation or professional excellence. Justice has been fully restored," said Mr. Georgiadis.

Complaint from the Ophthalmological Society – Disciplinary Prosecution

The disciplinary proceedings were initiated following a complaint by the Ophthalmological Society, claiming that the doctor had not secured permission from the Bioethics Committee for an innovative treatment related to macular macropathy, as well as dry and wet eye diseases.

This treatment has been registered since 2011 with an International and European Patent, which was registered with the legal support of the law firm Y.Georgiades @ Associates LLC.

Nevertheless, the doctor was referred before the Disciplinary Board of Doctors, which imposed a three-month suspension from the practice of his profession.

''Medical progress cannot be treated as a disciplinary offense," said Mr. Georgiadis. "The Court recognized that scientific innovation and patented treatments cannot be ignored or distorted through flawed disciplinary procedures."

Appeal of the Disciplinary Board to the Supreme Constitutional Court

After the initial vindication of the doctor in the Court of Appeal, the Doctors' Disciplinary Council, as a party, appealed to the Supreme Constitutional Court, raising allegations of incorrect application of the law.

The Supreme Constitutional Court referred the case for a retrial.

During the retrial, the Court of Appeal again vindicated the doctor, issuing an even more detailed and reasoned decision, by which it completely overturned all disciplinary findings and sanctions.

"The retrial left no room for doubt," said Mr. Georgiadis. "Even after the intervention of the Supreme Constitutional Court, the Court of Appeal came to the same clear conclusion: the disciplinary procedure was fundamentally problematic."

Serious procedural irregularities

In its decision, the Court of Appeal examined the legality of the investigation that led to the disciplinary proceedings and found serious procedural deficiencies. The Court stressed that when the foundation of a disciplinary proceeding is unlawful, all subsequent decisions, including suspension, collapse.

"The suspension should never have been imposed," said Mr. Georgiadis. "Our client suffered significant financial damage and a serious blow to his reputation, due to a process that was now deemed legally unfounded."

Not an isolated incident

This is not an isolated incident. In a separate case completed last year, the Courts awarded damages and costs of more than €100,000 in a defamation lawsuit against three ophthalmologists for the benefit of the same doctor.

"Professional competition cannot be turned into disciplinary or moral extermination," said Mr. Georgiadis.

A compensation lawsuit follows

After the complete reversal of the disciplinary decision, the doctor is now proceeding with a civil lawsuit before the District Court, claiming damages of several million euros for the illegal suspension of his professional activity and the damage he suffered.

"This decision paves the way for full accountability," said Mr. Georgiadis. "Those who acted in bad faith and relied on an unfounded procedure will be called to answer before civil justice."

Wider meaning of the decision

The decision of Judges Efstathiou, Seraphim and Lyssandros is expected to have wider significance for the operation of disciplinary bodies in regulated professions.

As Mr. Georgiadis concluded:

"Disciplinary bodies must operate within the limits of the law. Innovation is not a misdemeanor and professional excellence cannot be punished."

There was chaos at the Nicosia General Hospital after a patient attacked a radiologist and a nurse.

According to the first information, the reason for the episode was the observation of a radiologist that the patient was moving inside the CT scanner, making the examination impossible.

The patient was disturbed by the observation, the procedure was interrupted and he was asked to leave the room.

Then, according to the same information, the patient started shouting and cursing and threw an item.

The attack culminated as he attacked and punched the radiologist, as well as a nurse who approached for help.

Police are searching for a suspect after a driver of a stolen vehicle fled following a dangerous pursuit in the Ayia Napa area during the early hours of Sunday morning.

The incident began at around 1.30am, when officers located a stolen car after assessing information received.

Police attempted to stop the vehicle at a checkpoint in the Ayia Napa area.

According to the Police communications branch, the driver was signalled to stop for inspection but failed to comply and accelerated in an attempt to escape.

During the pursuit, the vehicle collided with two police patrol cars. Officers fired warning shots in an effort to stop the driver.

The car then entered the opposite lane of the Larnaca-Ayia Napa motorway, driving into oncoming traffic.

As it exited the motorway, it collided with a third police vehicle.

The driver continued onto a dirt road in an area controlled by the British Bases. He then abandoned the car and fled on foot in an unknown direction.

Police said three service vehicles sustained minor damage during the incident. No injuries were reported.

The investigation is being handled by the Ayia Napa police station, with support from the Famagusta criminal investigation department.

Searches for the suspect are continuing.
