The interconnection between Cyprus and Greece for the provision of electronic cross-border health services has been put into operation, with this development facilitating thousands of Cypriots and Greeks who move between the two countries on a daily basis.
With the activation of the electronic service, doctors and pharmacists in Greece and Cyprus can now access basic medical information of citizens, while Cypriots also have the ability to execute electronic prescriptions for medicines outside the borders. The same applies to Greeks traveling to Cyprus, while our data is already connected to four other member states of the European Union.
At this stage, access, which citizens can achieve by activating their own "account" by following five specific steps, includes a short health history and electronic prescription and execution. Access is only possible if the citizen himself gives his consent. The activation of the data is done through the website of the National eHealth Authority, after the citizen has first logged in to the "Cy-Login" Portal.
The patient's summary health history includes the most important information about the health of each citizen, which is necessary for the proper treatment of the patient abroad, such as: Allergies, current medication, previous illnesses and surgeries.
Regarding the electronic prescription and the execution of a prescription, as explained by the National eHealth Authority, the patient, by activating his data, can obtain a prescription for a medicine from a healthcare provider in one country and obtain the medicine, through a pharmacy, in another EU member state.
The electronic prescription includes that it is mandatory to include in a handwritten prescription, i.e., identification information of the health professional, the patient and the pharmaceutical preparation. The electronic execution of the prescription includes information about the medication that was executed.
All information performed through the electronic platform is recorded and accessible to the citizen and to the health professionals from whom he will need (if necessary) services at a later stage.
Instructions for enabling access
In order for citizens to be able to access their summary health history or use their e-prescriptions in Greece and other member states of the European Union, it is first necessary to activate the relevant service through the National eHealth Authority.
The process begins with the creation or confirmation of a CY Login account on the portal of the Republic of Cyprus (cge.cyprus.gov.cy), which is the official means of digital identification. After the identification of the data is completed, citizens go to the website of the National eHealth Authority, at www.neha.org.cy, where they locate the section "Electronic Cross-Border Health Services (NCPeH)" and enter the special platform.
Entry to the platform is done via CY Login, in order to ensure the user's identity before accessing critical personal data.
The most important step involves giving explicit consent to the cross-border exchange of medical data. Without this consent, the citizen's Summary Health History cannot be displayed to health professionals of other countries, nor is it possible to execute e-prescriptions outside of Cyprus, even in an emergency.
By activating consent, the service becomes fully operational. This means that the citizen can execute his e-prescriptions in EU member states participating in the system, while doctors abroad have access to his summary health history.
At the same time, the history is automatically updated and is available on any future trip of the citizen to a country participating in electronic cross-border care.
(For more detailed information and technical clarifications, citizens can visit the Authority's official guide at wiki.ncpeh.el.neha.org.cy).
Access will then be extended to other data
As announced by the National eHealth Authority, in the next period, additional data such as medical imaging tests, laboratory test results, and hospital discharges for use throughout the EU will be included.
Greece has been added to the network already operating between Cyprus with Spain, Croatia and Poland, while with Luxembourg the interconnection concerns only medical history and not the prescription and execution of prescriptions for medicines.
Signatures for mobile phones are falling
In addition to the interconnection in the context of cross-border care, as the vice president of the board of directors of the Authority, (representative of the Cyprus Federation of Patients' Associations), Andreas Christodoulou, told "F", "the health application for mobile phones is also at an advanced stage, while the Integrated Electronic Health Record is also being promoted".
"Regarding the mobile application through which citizens will ensure access to their personal health data, the procedures are at a very advanced stage and next week an agreement will be signed with the contractor company in order to start designing the application with a delivery schedule to citizens in 2026."
The process for the implementation of the Integrated Electronic Citizen Health Record (OHYP), which will include a complete medical history and will be accessible to all health professionals under specific criteria, is also underway. The HOO consults with the HIO so that the GHS data is automatically transferred to the official electronic file. By the end of the year, the tender for the contractor who will undertake the technical implementation will be officially announced.
According to the Authority, all projects "are progressing according to schedule. With the activation of the new services, the country is taking important steps towards a modern, interconnected and digitally mature health system, where technology unites citizens and professionals, regardless of borders", the relevant announcement notes.
