The Cyprus Land Development Agency (CSD) announces the opening of applications for participation in the Affordable Housing Units Management Plan, which is implemented for the districts of Nicosia, Limassol and Larnaca.
The application period started on 1 October 2025 and ends on 30 November 2025. Through the Scheme, interested parties are given the opportunity to register in the Register of Beneficiaries of Affordable Housing, with the aim of claiming the future purchase of a residential unit that will result from the utilization of the Special Housing Incentive by land development entrepreneurs. The purchase price of the affordable housing unit has been set by the KOAG, as the Affordable Housing Management Body, at €1,650 per buildable square meter.
Criteria for participation
1. Citizenship criterion
The following are eligible to apply:
- Cypriot citizens, or
- Citizens of the European Union,
who reside permanently and continuously in Cyprus for at least five (5) years prior to the date of submission of the application.
2. Criterion of other ownership
The applicant and/or the spouse or cohabitant must not have owned, during the last five (5) years, another residence suitable for housing their family.
3. Income criterion
The gross and total annual income of the family, for the tax year preceding the application, must not exceed the following limits:

Family of 5 or more people | €65.000 |
4. Criterion of sufficient financial resources
Applicants should have sufficient financial resources to be able to:
- pay an advance payment of 20% of the value of the residential unit, and
- secure a bank loan to cover the remaining 80% of the purchase price.
Obligations of beneficiaries
The beneficiaries who will be included in the Register and will purchase a residential unit through the Scheme:
- undertake not to sell the unit within ten (10) years from the date of purchase;
- are required to use the unit for owner-occupancy purposes for at least ten (10) years, and
- may not benefit again from the same or any future revised Plan.
