INVESTOR CITIZENSHIP WILL NOT BE GRANTED - CHANGES IN THE PROCEDURE FOR DEPRIVATION OF CYPRIOT CITIZENSHIP

 Filenews 2  October 2025

The Council of Ministers approved legislative amendments to the provisions on the procedure for the deprivation of Cypriot citizenship, Government Spokesman Mr. Konstantinos Letympiotis said today, in the context of his briefing to the media, at the Presidential Palace.

He added that "taking into account the recommendations of the Attorney General of the Republic for legislative amendments to the Civil Registry Law, the Council of Ministers approved at its recent meeting the amendment and deletion of provisions of the Law concerning the procedure for deprivation of Cypriot citizenship. The purpose of the legislative differentiations is to avoid the legislative background for the restoration of a program for the granting of Cypriot citizenship through investments.

Specifically, the Council of Ministers decided to delete paragraph (2) of article 111A of the Law, which concerns the provision that allows the Council of Ministers to grant Cypriot citizenship to entrepreneurs/investors and their family members on the basis of the Cyprus Investment Program that ended in 2020.

In addition, it was decided to introduce a time limit of 60 days for the submission of an objection by the affected person to the Independent Citizenship Deprivation Examination Committee, as well as to introduce an obligation for the Minister of Interior to publish a Notification in the Official Gazette of the Republic, informing about the deprivation of Cypriot citizenship by the affected persons.

The recommendations for legislative amendments emerged after consultation of the Legal Service of the Republic with the European Commission. The bill will be submitted to the House of Representatives for discussion and approval in the near future.

It is recalled that, with the aim of restoring the reputation of the Republic of Cyprus at the international level and in the context of the regular re-evaluations of the cases of persons who acquired Cypriot citizenship through the Cyprus Investment Programme, from the assumption of the governance of the country in March 2023 until today, the Council of Ministers of the Christodoulides Government took 41 decisions to deprive Cyprus citizenship. The decisions concern a total of 150 persons, i.e. 41 investors and 109 members of their families."
