EXTENSION OF THE SELF-CONSUMPTION FRAMEWORK UNTIL 31/12 - WHO DOES IT CONCERN?

The Ministry of Energy, Commerce and Industry has announced the extension of the "Plan for the Production of Electricity from Renewable Energy Sources for Own Consumption" until December 31, 2025. The Plan, which has been implemented since April 2024, enables consumers to produce and consume electricity from Renewable Energy Sources (RES).

Applications and procedures based on CERA

According to CERA Decision No. 185/2025 of May 29, consumers who choose suppliers other than EAC-Supply can submit applications to the Distribution System Operator (DSO) following the existing procedure.

Independent suppliers must complete the necessary procedures for the standardization of their contracts, so that their customers are entitled to sponsorships from the RES & EXE Fund. The public is invited to check whether the supplier is on the official list of beneficiaries that will be published on the website of the Energy Agency.

New regulatory framework

From 2026, the new self-consumption systems (except for those included in the Plan by the end of 2025) will be subject to Regulatory Decision 02/2024 (K.A.P. 376/2024), which sets the framework for active customers and self-consumers of energy from RES. On this issue, CERA has already issued a relevant clarifying announcement on 5 September 2025.

Maintaining sponsorships for photovoltaics

The RES & ESE Fund will continue to receive applications through the "Grant Scheme for Photovoltaic Systems in Residences". More information is available on the Fund's website.
