NEW REGULATION IN OUT-OF-COURT PHOTOTAGGING CASES - FROM €300 TO €85 THE FINE FOR CROSSING VIOLATION - LIKELY TO BE EFFECTIVE BY END OF FIRST QUARTER OF 2026

 Filenews 8 September 2025

An important amendment to the implementation of the Photolabeling System is in the process of being implemented, following the passage of the relevant legislation by the House of Representatives, proposed by the MP of Nicosia, Mr. Marinos Mousiouttas. This amendment provides for the issuance of an out-of-court fine of €85, from €300, for the violation for stopping at the pedestrian crossing.

As it became known, after the necessary approval by the collective contract management bodies TEAA and KEAA, as well as the assurance of the Police on the availability of the necessary funds, the Department of Electromechanical Services gave a written order to the contractor, with a letter dated May 26, 2025, for the implementation of the amendments to the Photolabeling System.

The Director of the Department of Electromechanical Services officially informed that the necessary resources have been secured for the implementation of the amendment of the relevant legislation. The payment to the contractor will be made in two phases:

Upon completion of the modification at the first crossing, and upon the complete completion of the project.

The pilot implementation of the new regulation is expected to begin at the end of November 2025, with the first modified intersection expected to be determined within the month, by the Police in cooperation with the Department of Electromechanical Services. The full implementation of the renewed system at all intersections with photomarking and pedestrian crossing is expected to be completed by the end of the first quarter of 2026.

With the pilot application at the first crossover, the opportunity will be given for technical tests and any adjustments that may arise to the photolabeling system, without massively affecting the rest of the system. The pilot implementation makes it possible to assess the proper functioning of the new system and that the recording of infringements is indeed properly implemented as provided for in the legislation.
