IN OCTOBER, THE PHOTORADAR LIST COMES TO AIRPORTS AND PORTS - THE GOAL IS TO SERVE THOUSANDS OF OUT-OF-COURT CASES

Filenews 6 September 2025 - by Michalis Hatzivasilis

The issue of the list of out-of-court cases by the Traffic Police cameras for checks at airports and barricades returns, after changes made by the company managing the photolabeling system.

The list, also known as the photoradar list, is promoted by the Traffic Police as a measure to solve the problem with the thousands of undelivered out-of-court reports that come from driver violations that are recorded either by fixed or mobile cameras. As mentioned in "F", this check will allow members of the Police, when a citizen comes into contact with them, to check whether an out-of-court case is pending against him from the cameras.

There was a reaction from MPs on the issue, as there was also to the announcement issued at the beginning of the year, which called on citizens to voluntarily check in the system, whether they were pending out of court and whether they wanted to pay them. In fact, it was warned that after the expiration of a specific timetable, criminal prosecutions would begin in the Courts. The Police believe that with the photoradar list they will solve a very serious problem with the out-of-court cases that are pending, while at the same time a bill is being promoted that will allow the sending of a notification to an offending driver, not only by registered letter but also by sms or e-mail. The list of emails pending out of court after being approved by the Commissioner for Personal Data Protection, will be available on computers at airports and ports, as well as at barricades, and access will be allowed only to specific individuals. In the event that a citizen appears to depart from Cyprus or cross to the occupied territories, it will be checked whether there is an out-of-court case pending against him by cameras.

In the event that his name is found on the list, then he will be served a notice at that time without having to pay the extrajudicial fee. In this way, the problems with the Turkish Cypriots will also be solved, since so far there is no check at the barricades to see if someone has been reported by the cameras, resulting in tens of thousands of unpaid extrajudicial fees. Also, the list will be available at every police station, so that in the event that a citizen turns to the Police for any reason, it will be examined whether he has unpaid extrajudicial fees from camera complaints.

During this time, the necessary procedures were carried out so that the systems of the company that manages the photolabeling register the complaints in the list and then the Police have access to it so that the checks can be carried out, provided that the personal data will be properly managed. According to estimates, the use of the Visa is expected to begin in October, provided that the Commissioner will give the green light for personal data and after informing the citizens beforehand. It is clarified that when it is established that an out-of-court case is pending against a person by cameras, he will not be prevented from going to his destination, but will simply be served with out of court documentation.
