AT €40 PER MONTH THE COST OF TELEWORKING

Employers will grant around €40 per month from November to employees of the private and wider public sector who will work with the method of teleworking.

The amount of €40 is the cost of teleworking in case the employees make full use of this working method. That is, they will not go to their office at all and will work from home. The amount of €40 will be determined through a relevant decree issued by the Minister of Labour in November, so that the employer covers the teleworking costs (e.g. electricity) of employees in the private and wider public sector.

The legislation for the implementation of teleworking in the private and wider public sector has been in force since December 2023 and, according to a representative of the Ministry of Labour, provides that anyone who works with the method of teleworking has a cost, which will be covered by the employer.

In the context of the discussion, yesterday, of the bill on teleworking in the Public Sector, in the Parliamentary Committee on Finance, the representative of the Ministry of Labour clarified that many affected people are contacting the ministry asking for information on the cost of teleworking, while pointing out that the decree that will be issued in November will not cover civil servants. As it was said in Parliament, it will not be a teleworking allowance but compensation to cover the costs.

A few weeks ago, when the issue was being discussed again in Parliament, PASYDY had stressed the need for the public sector to be treated in the same way, through the granting of a teleworking allowance, in case this will be regulated for the private and wider public sector.

At the same time, throughout the public sector

The bill on teleworking in the public sector will be brought to the Plenary Session in October for approval. It should be noted that teleworking will be implemented simultaneously throughout the public sector, while the number of days during which employees will be able to use this method will be determined by the Council of Ministers, which will decide when its implementation will begin.

In the meantime, in order to remove any reservations about the adjustment of the days during which employees will telework when they are absent from work for a long time due to maternity, sickness or parental leave, a relevant provision was removed. For this issue, the head of each department will be able to regulate it.

They will open disciplinary proceedings for them

As is known, only from their place of residence will public employees be able to work with the method of teleworking. Those who declare that they will work remotely from home but are eventually found working in another place, such as a cafeteria, refreshment area, etc., will be in trouble. As the representative of the TDI said, those who telework outside their distribution area will be subject to a disciplinary investigation.

Members of the Finance Committee wondered if provision was made in the bill for security systems that will prevent any cyberattacks. On behalf of the Deputy Ministry of Research and Innovation, it was said that all software for teleworking will be installed on the employee's computer. "Either from his home or from somewhere else, no one guarantees us that he will be completely safe. It will be like being at his workplace," he noted.

On the part of the Department of Labour Inspection, consultation was made with the Department of Public Administration and Personnel (TSPP) for the place where the employee will telework, so that the minimum criteria are met and accidents are avoided. As the representative of the department explained, the employee will fill in control forms for the specifications that the workplace will have. He also said that the audit forms are also used by the private sector.
