START OF THE PROCESS TO PASS THE 'STELIOS KYRIAKIDIS' STADIUM IN PAPHOS TO A PRIVATE INDIVIDUAL

The CMO, in a document sent to those involved in the process of the assignment of the "Stelios Kyriakidis" stadium in Paphos to a private investor, declared the first stage of the relevant tender. "F" today reveals the provisions of the consultation document that was sent and which gives all the details on the procedure that will be followed in order to transform the Paphos stadium into a state-of-the-art football stadium of at least UEFA III category.

The object of the invitation to participate, which has been in the hands of all involved bodies since Saturday, is to immediately start the first stage of the competitive process with negotiations for the concession of "Stelios Kyriakidis" to a private investor for a period of 30 years.

The investor will have the obligation to upgrade the stadium to at least UEFA III category and to erect two football training stadiums according to the standards of the CMO in a place indicated by the Municipality of Ierokipia. The contracting authority, it is clarified, will have the right, five years before the expiry of the contract, to proceed with its renewal with new terms that will be agreed.

The criterion for the assignment of the stadium to a private investor, the CMO emphasizes in the notice, is the optimal quality-price ratio, while the individual criteria will be determined during the second phase of the process.

The beginning of the historic process for Paphos will take place on July 25. On this day, as specified in the consultation document published today by "F", the first open information meeting will take place at the "Stelios Kyriakidis" stadium at 10.00 a.m.

A further six stages will follow before the contract is awarded to the preferred bidder. These stages are:

> Discussion of the parameters of the tender and submission of questions to the contracting authority.

>Announcement of the tender in September 2025 with the submission of applications for participation by interested economic actors.

>Evaluation of applications.

>Pre-selection of those who meet the minimum criteria.

>Invitation to submit a complete technical and financial proposal from the pre-selected.

>Negotiation in order to formulate the final call and submit the best and final offer.

The CMO states that the bidder must clearly describe the vision, the goals and the intended result, extensively analyze how the development will help the development of the city of Paphos and submit a master plan with three-dimensional visualizations for the spatial and functional structure of the stadium after taking over its management.

The investor is also obliged to submit a preliminary estimate of the construction and operation costs of the new stadium, projected sources of construction and operation revenues, as well as a complete operational plan for the 30-year duration of the contract.

Interested investors, also mentioned in the Consultation Document, must declare the key members of the project team, such as the Project Manager, who must have been responsible for the last 10 years of a UEFA Category III stadium construction project or higher and at least another project with a budget of more than five million euros.

The relevant process is awaited with great interest in Paphos, with the Russian investors and owners of Paphos FC considering its completion as a prerequisite for the further launch of the city's team, which today as the champion of Cyprus is forced to play its international matches at the new stadium in Limassol due to the unsuitability of its own home.
