TRAFFIC CAMERAS - VIOLATIONS BY POLICE OFFICERS - INVESTIGATION BY AUDIT SERVICE RE COLLECTION

A number of traffic violations that are recorded through the photomarking system are carried out by police officers, who violate the Traffic Code either by driving patrol cars or other government vehicles (members of guards, political figures, etc.).

The issue was at the center of attention and concerned senior executives of the administrative pyramid of the Police, following actions by the Audit Service of the Republic.

In particular, the Audit Service recently officially informed the leadership of the Police Force about the exercise of established control on the basis of its mission. The investigation of the Audit Office, therefore, prompted the Police to examine the issue and there it was found that there is a relatively large number of violations.

After an internal audit of the Photolabeling Branch of the Traffic Police Headquarters, it was found that there are relevant violations (speed limit, etc.) by members of the Police.

The issue has been of considerable concern to the Police Force. It is characteristic that, according to reliable information of "F" that cannot be disputed, last week the whole issue was discussed in a broad meeting between the leadership of the Police and the heads of police directorates of districts (ADA), Departments and Services of the Corps. The meeting also analyzed the way the Traffic Police Department is trying to settle the issue.

Consultation and special leaflet

The Police, as it emerges from the evidence put before us, had an understanding with the Legal Service of the Republic and on the basis of the consultation that took place, they came up with a mechanism in order to handle the case.

Specifically, a form was drawn up by the Traffic Police Department of the Headquarters, which is sent to the Police Department where the vehicle involved is charged. This form fills in the details of the offending driver, who in this case is a police officer.

Then, and on the basis of a relevant circular, the head of the Police Department/Service where the offending police officer serves, is called upon to conclude whether the violation is justified or not. That is, if the violation was justified and within the framework of the exercise of the duties of the police officer.

In case the police officer was recorded by a photo-tagging camera committing a traffic violation, but had made an entry in the action log, which explains or justifies the violation, then there will be no need to take a statement from the controlled member of the Police.

As we are in a position to know, written representations have been made by the Traffic Police Department last May, in order for there to be a response from the heads of Police Departments.

It had been established, in particular, that the heads of Police Departments had not sent the special form with the offending police officers. The same information states that until mid-May there was a large number of cases that remained pending. In fact, a recommendation was made by a competent officer on behalf of the Chief of Police to settle the issue. A specific directive had been given so that the matter would be closed by last Monday (30/5).

Much earlier, the Audit Service had officially informed the Police that it would proceed with its annual audit in the Photolabeling Branch, focusing on the outstanding issues that exist. It should be noted that in such cases the Audit Service carries out on-the-spot inspections.
